What formulation validation does not include

• Problem-solving and reformulation. Validation records whether a finished formula passes; it does not redesign it. Any non-conformity is listed, but working out substitutions and fixes is the job of a formulation review.
• Laboratory testing. We review your existing pH, stability and challenge-test (preservative efficacy) results; we do not carry out these tests.
• The CPSR itself. Your validation report feeds the safety assessment, which is a separate service — see CPSR for a single beauty product.
• Notification and a Responsible Person. When you are ready to launch, add the All-in-One CPSR, PIF, SDS & UK/EU Notification package or a UK Responsible Person.

How formulation validation works

1. Fill our Product Information Document Send your final formula (INCI names and exact percentages), the product type and intended use, and any supporting data you hold.
2. Ingredient validation Each ingredient is confirmed against Annexes II–VI and SCCS guidance for your product type and area of application.
3. Finished-product checks Your pH, stability and challenge-test data, IFRA certificate and allergen declarations are reviewed against the intended use.
4. Validation report issued You receive the report, with a pass or a list of non-conformities, within 72, 48 or 24 hours depending on the delivery option you choose.

What is formulation compliance validation?

Formulation compliance validation is the final compliance sign-off of a finished cosmetic formula, carried out just before the Cosmetic Product Safety Report (CPSR). It confirms that each ingredient, concentration and intended use meets the ingredient rules of Regulation (EC) No 1223/2009 in the EU and Great Britain, and records the result in a validation report.

The report gives your safety assessor checked data for Part A of the CPSR (composition, stability, microbiological quality and exposure) and gives the Responsible Person a record for the Product Information File (PIF). Validation or review? Choose validation when the formula is final; if it may still change or you suspect problems, start with a cosmetic formulation review, which recommends fixes.

What formulation compliance validation confirms

Ingredient level:

• Identity and purity — INCI name, CAS/EC number, function and purity grade, taken from supplier specifications.
• Annex II–VI validation — no prohibited substances, and every restricted ingredient, colourant, preservative and UV filter within its limit and conditions for your product type.
• Toxicological data — SCCS opinions and NOAEL values noted so the safety assessor can calculate the Margin of Safety (MoS). The SCCS generally regards an MoS of at least 100 as safe.

Finished-product level:

• pH and area of application — suitability for skin, eyes, lips, hair or nails.
• Stability — your stability results reviewed for changes that could affect safety.
• Preservative efficacy — your challenge-test results reviewed against the preservative system and pack.
• Fragrance and allergens — the IFRA certificate checked against your product category, and allergens above 0.001% (leave-on) or 0.01% (rinse-off) confirmed on the label list.

The outcome:

The report states whether the formula passes. Any non-conformity is listed with the rule concerned, so it can be closed before the CPSR starts.

What we need from you

• Final formula — INCI names with exact percentages.
• Product type and intended use — including the area of application (skin, eyes, lips, hair or nails).
• Fragrance documents — the IFRA certificate and allergen breakdown, if the product is fragranced.
• Supplier documents — raw-material specifications or SDS, where available.
• Test results — pH, stability and challenge-test reports, where available. If they are missing, the report says so, because your safety assessor will need them.

Legal framework

• Regulation (EC) No 1223/2009, Article 10 and Annex I — the CPSR has a Part A (safety information, including quantitative composition) and a Part B (the safety assessment); validated formula data feeds Part A.
• Article 11 — the Responsible Person must keep a Product Information File that includes the CPSR; your validation report supports that file.
• Annexes II–VI — prohibited and restricted substances, and the permitted colourants, preservatives and UV filters.
• Great Britain — the same regulation applies, as amended by Schedule 34 to SI 2019/696.
• SCCS Notes of Guidance (12th revision) — the method for toxicological evaluation and the Margin of Safety.
• IFRA Standards (51st Amendment) — use limits for fragrance ingredients.

No UK or EU law requires a separate 'validation certificate'. The value of validation is that the formula data entering your CPSR and PIF is complete and correct.
