What Is CPNP Product Notification?

The CPNP is the Cosmetic Product Notification Portal. The European Commission made it under Article 13 of Regulation (EC) No 1223/2009. It is also the first online database of Regulation scope cosmetic products and stores and saves all the EU cosmetic product data before they hit the EU market. After Brexit and under the UK cosmetic regulatory compliance 2020, the UK CPNP or SCPN system also safeguards all cosmetic products. It is now managed by the Office for Product Safety and Standards or OPSS.

Each of the varying products by the same brand notification is validated for safety assessments. It includes all the product details, safety assessments of all colours, fragrances, and formulation variations. It must also have an emergency contact and Responsible Person at the EU market which is all part of the notification.

Why It’s Required

According to Article 13(1) of the EU Cosmetics Regulation, there are required notifications before a cosmetic product can be sold or advertised to the public. This is also the case in the UK and EU. It is illegal to sell or distribute a cosmetic product that has not been properly notified.

Within the UK, the OPSS and regional Trading Standards manage any enforcement actions, while each EU Member State has their own national competent authorities. Unnotified products can lead to the following enforcement actions:

  • Market withdrawal or recall orders that are immediate
  • Fines or other modifications that are administrative in nature
  • Removal of the Responsible Person status
  • Claims of registered imports will be seized at the border

In regards to enforcement, the Responsible Person is also required to keep a complete Product Information File (PIF) that includes the cosmetic product safety report CPSR, manufacturing, stability, and trace labeling records, and any other required proofs. He or she may be asked for this at any time during their inspections or post-market surveillance.
