What Is a CPSR?
The cosmetic product safety report is a necessary scientific document under Regulation (EC) No 1223/2009, which regulates all cosmetic products within the European Union. After Brexit, the UK retained this regulation through the Product Safety and Metrology (Amendment) (EU Exit) Regulations 2019, forming the UK Cosmetic Regulation 2020.
Every CPSR comprises two core sections:
- Part A – Cosmetic Product Safety Information: This includes the extensive formulation, ingredient toxicology assessment, impurities, method of production, stability of the product, compatibility of the packaging, and assessment of exposure levels.
- Part B – Cosmetic Product Safety Assessment: This segment, signed and authored by a certified safety assessor or toxicologist, contains the evidence-based conclusion on safety and toxicological evaluation which includes scientific reasoning, No Observed Adverse Effect Level (NOAEL) data, and the Margin of Safety (MoS) calculated for each ingredient.
These together ensure your fragrance or beauty product upholds the needed toxicological standards and is safe for use within the usual and meant foreseeable parameters. In the case of formulations rich in fragrance, special concern is placed on the allergen, IFRA standards, and the restricted ingredients as per Annex II and Annex III of the Cosmetics Regulation.
Why It’s Required
A cosmetic product safety report (CPSR) must be documented before marketing a cosmetic product in the UK or the EU. The UK Office for Product Safety and Standards (OPSS) and EU Member State Competent Authorities enforce these requirements.
Not having a valid CPSR will violate Article 10 of the Cosmetic Regulation. Consequences of this violation include but are not limited to the following:

- You may be fined, and Trading Standards will take action.
- Your Responsible Person status or license will be suspended.
