Introduction

A cosmetic product safety report (CPSR) is required for each beauty and cosmetic product before it is sold in the UK and EU. What Is a CPSR?

The cosmetic product safety report is a necessary scientific document under Regulation (EC) No 1223/2009, which regulates all cosmetic products within the European Union. After Brexit, the UK retained this regulation through the Product Safety and Metrology (Amendment) (EU Exit) Regulations 2019, forming the UK Cosmetic Regulation 2020.

Why It’s Required

A cosmetic product safety report (CPSR) must be documented before marketing a cosmetic product in the UK or the EU. The UK Office for Product Safety and Standards (OPSS) and EU Member State Competent Authorities enforce these requirements.
