Your CPSR is an in-depth safety evaluation of one cosmetic formulation, prepared by an assessor qualified in cosmetic toxicology, formulation chemistry and EU/UK safety law. It includes, but is not limited to:
- Ingredient-by-ingredient toxicological review. Each ingredient is identified by INCI name, CAS and EC number, then screened against Annex II (prohibited), Annex III (restricted) and Annexes IVβVI (permitted colourants, preservatives and UV filters).
- Margin of Safety (MoS) calculation. A quantitative risk analysis built from exposure, concentration and the NOAEL (No Observed Adverse Effect Level).
- Allergen and fragrance review. Declared allergens checked against Annex III and current SCCS guidance.
- Physico-chemical data assessment. Formulation type, product stability and packaging compatibility.
- Toxicological profile and safety conclusion. A signed statement from the assessor confirming safe conditions of use and compliance.

Legal framework
