What this CPSR does not include

• Grouping shades, scents or sizes. This page prices each formula as its own report. Variants of one base formula belong in a multi-variant CPSR.
• Perfumes, eau de parfum and body mists. These need IFRA Standards checks and are covered by the CPSR for fragrances.
• The rest of your launch paperwork. The full PIF, a Safety Data Sheet, product notification and a Responsible Person are separate services, or come together in the All-in-One CPSR, PIF, SDS & UK/EU Notification.
• Laboratory testing. We assess the stability, challenge-test and microbiological data you supply; we do not run laboratory tests.

How it works

What is a CPSR for a cosmetic product?

A CPSR for a cosmetic product (Cosmetic Product Safety Report) is the documented safety assessment that Article 10 of Regulation (EC) No 1223/2009 requires before a cosmetic is placed on the market. Annex I sets its structure: Part A collects the safety information on the formula, and Part B records a qualified Safety Assessor's conclusion. The same rule applies in Great Britain under the GB version of the regulation, as amended by Schedule 34 to SI 2019/696.

Which CPSR do I need? Choose this page when each product has its own formula, such as a cleanser, a serum and a shampoo: every product receives its own signed report, and the price per report falls as you add products. Choose the multi-variant CPSR when the products are shades, scents or sizes of one base formula, and the All-in-One bundle when you also need the PIF, SDS and UK/EU notification.

What your cosmetic product safety report assesses

Formula and ingredients:

• Ingredient-by-ingredient review: Each ingredient is identified by INCI name and CAS or EC number, then checked against Annex II (prohibited), Annex III (restricted) and Annexes IV–VI (colourants, preservatives and UV filters).
• Fragrance allergens: Allergens are checked against Annex III, which requires them to be named on the label above 0.001% in leave-on and 0.01% in rinse-off products, including the extra allergens added in the EU by Regulation (EU) 2023/1545.
• Impurities and packaging: Traces, impurities and packaging material information, as Annex I Part A requires.

Safety and exposure:

• Margin of Safety (MoS): The NOAEL (No Observed Adverse Effect Level) divided by the systemic exposure dose, following the SCCS Notes of Guidance. A MoS of at least 100 is generally accepted for a substance to be considered safe.
• Exposure assessment: Product type, body area, amount applied and frequency of use, under normal and reasonably foreseeable conditions.
• Stability and microbiology: Physico-chemical stability, packaging compatibility and microbiological quality, assessed from the data you supply.
• Warnings and conditions of use: The label warnings and instructions your product needs to be used safely.

Ordering several products:

• One report per formula: Every product in the order is assessed on its own data and receives its own signed CPSR.
• Lower price per report: At Standard delivery, 10 products cost £570 and 64 products cost £3,008, against £75 for a single product.
• One delivery speed: The whole order follows the delivery speed you choose.

CPSR Part A and Part B: what the report contains

Part A — Cosmetic product safety information (Annex I):

• Quantitative and qualitative composition
• Physical/chemical characteristics and stability
• Microbiological quality
• Impurities, traces and information about the packaging material

Legal framework for a CPSR in the UK and EU

• Article 10 and Annex I, Regulation (EC) No 1223/2009 — every cosmetic needs a safety assessment and a CPSR (Parts A and B) before it is placed on the market
• Article 10(2) — the assessor must hold a university qualification in pharmacy, toxicology, medicine or a similar discipline, or a recognised equivalent
• GB version of the regulation — Regulation (EC) No 1223/2009 as it applies in Great Britain, amended by Schedule 34 to SI 2019/696
• Article 11 — the CPSR forms part of the Product Information File, which the Responsible Person keeps for 10 years after the last batch is placed on the market
• Annexes II–VI — prohibited and restricted substances, colourants (IV), preservatives (V) and UV filters (VI)
• Commission Implementing Decision 2013/674/EU — the Commission's guidelines on completing Annex I
• SCCS Notes of Guidance (12th Revision) — toxicological and exposure assessment methods
• Cosmetic Products Enforcement Regulations 2013, Schedule 4 — breaching Article 10 is a criminal offence in Great Britain

The Responsible Person must make the CPSR available on request to Trading Standards in Great Britain and to national authorities in the EU.
