Cosmetic Product Safety Reports for Fragrances (Multiple Variants)
Introduction
CPSR stands for Cosmetic Product Safety Report. Every cosmetic item offered in the UK or EU region requires a CPSR based on UK Cosmetic Regulation 2020 (SI 2020/1466) and Regulation (EC) No 1223/2009.
For brands that have products in multiple variants of fragrances, different variations of the product also need a safety assessment. Product fragrances do not significantly alter a product’s toxicological attributes.
Phoenix Safety Consultants has undertaken the Fragrances CPSR (Multiple Variants) and offers harmonized safety assessment of varying products that differ based on the fragrance composition. This approach aims to ease the multiple Cosmetic Product Safety Report CPSR requirements and ensure that safety assessments are compliant with all applicable legislation.
What This Service Covers
Our multi-variant CPSR service focuses on cases where only the fragrance component varies while the rest of the formulation stays the same. This applies to personal care and cosmetic products such as candles, creams, lotions, mists, or body oils that are offered as scent-enabled variants.
Service includes:
- Evaluating all variants of a formula to ensure compliance with safety and regulatory standards.
- Assessing fragrance usage to guarantee safety as per the International Fragrance Association (IFRA) guidelines.
- Identifying and quantifying fragrance allergens as per Annex III of Regulation (EC) No 1223/2009.
- Toxicological assessment of essential oils, natural extracts, and aroma chemicals in each formulation variant.
- Evaluating safety limits of the fragrance in the formulation and all other variants for cumulative exposure.
In a report for Phoenix Safety Consultants, all variants are consolidated which allows Responsible Persons to keep documentation unified, while still variant-specific in the Product Information File (PIF).
Legal Basis for Multi-Variant CPSRs
Annex I of Regulation (EC) No 1223/2009 and Schedule 34 of the UK Cosmetic Regulation 2020, retained in UK law, set the legal groundwork for this service.
All cosmetic products need to undergo a safety assessment carried out by an appropriately qualified safety assessor prior to placement on the market.
For variants based on fragrance, compliance must also include:
- Open SCCS Opinions on fragrance allergens and sensitisation thresholds (SCCS/1501/12 Rev. 2020)
- IFRA Standards and ISO 9235 on Natural and Synthetic Aromatic Substances
- Annex III of Regulation (EC) 1223/2009 on Allergen labels and restricted substances
- Cross-check Annex II and Annex V on prohibited and preservative ingredients
Our multi-variant CPSR solution ensures compliance with all the documented controls for each of the fragrance compositions. Shared data (toxicology, base ingredients, exposure levels) are utilized in a consolidated manner.
