Introduction

According to the UK Cosmetic Regulation 2020 (SI 2020/1466) and EU Regulation (EC) No 1223/2009, a Cosmetic Product Safety Report (CPSR) is required for all cosmetic, beauty and personal care products before arriving to the market.

CPSR determines if the formulation of a cosmetic product is safe for human use, and confirms whether the formulation contains compliant ingredients and adequate toxicity proof.

What the Single-Variant Beauty CPSR Includes

  • PIF-Ready Documentation. All sections comply with Annex I – Part A and Part B for the Product Information File (PIF).

Legal References and Compliance Framework

The CPSR framework is based on the following:

  • Cosmetic Product Safety Report (Parts A & B) Annex I of Regulation (EC) No 1223/2009.
  • UK Cosmetic Regulation 2020 (SI 2020/1466) which is retained EU legislation overseeing compliance of the UK market.
  • SCCS Notes of Guidance (10th Revision) on Safety evaluation, exposure assessment, and toxicological thresholds.
  • Ingredient prohibition, restriction, and conditions of allowable use in Annexes II–VI of the Cosmetics Regulation.

Under Article 10 of the Regulation, the CPSR is signed off and market safe by a qualified Safety Assessor.

The Responsible Person must hold the CPSR in the Product Information File (PIF). It must be available to enforcement authorities or the Office for Product Safety and Standards (OPSS) on request.
