Quick answer
A fragrance CPSR is the Cosmetic Product Safety Report every perfume, eau de parfum or body mist needs before it is sold in the UK or EU. Ours covers one scent, with a toxicological assessment, an IFRA 51st Amendment check and a fragrance allergen review. Prices start from £55, with Priority delivery in 24 hours.
What's included in your fragrance CPSR
| Document | What it is |
|---|---|
| CPSR Part A — Cosmetic Product Safety Information | Composition (INCI, CAS/EC numbers, concentrations), impurity screening, physico-chemical and exposure data |
| CPSR Part B — Cosmetic Product Safety Assessment | Toxicological evaluation, Margin of Safety, sensitisation and irritancy review, and a signed safety conclusion |
| IFRA and allergen compliance report | A check against the IFRA Standards (51st Amendment) for your product category, plus Annex III allergens to declare |
| PIF-ready documentation | Editable files ready for your Product Information File and your Responsible Person |
Who this fragrance CPSR is for
- Independent and artisan perfumers launching a custom scent
- Private- and white-label makers creating a single fragrance
- New and niche fragrance brands entering the UK or EU market
- Sellers of an eau de parfum, eau de toilette or body mist
What this fragrance CPSR does not include
- More than one scent. This report covers a single fragrance. Several scents on the same base can often be grouped under a Multiple Fragrances CPSR — message us to check.
- Non-fragrance cosmetics. Creams, lipsticks and other beauty products need a beauty CPSR.
- The IFRA certificate itself. We assess your fragrance against the IFRA Standards using your supplier's documents; the IFRA Certificate of Conformity comes from your fragrance house.
- Product notification and a Responsible Person. The CPSR supports your SCPN or CPNP submission but does not include it. Add a UK Responsible Person or an EU Responsible Person & CPNP.
- The full Product Information File. You receive PIF-ready files; the complete dossier is part of the All-in-One CPSR, PIF, SDS & UK/EU Notification package.

Do perfumes need a fragrance CPSR?
Yes. Every perfume needs a fragrance CPSR (Cosmetic Product Safety Report) before it is sold in the UK or EU. Article 10 of Regulation (EC) No 1223/2009, and the same rule in the UK Cosmetics Regulation, requires a safety assessment and CPSR for every cosmetic product, and eau de parfum, eau de toilette, body mist and solid perfume are all cosmetics.
This single-fragrance CPSR covers one scent. It combines a full toxicological assessment, a check against the current IFRA Standards (51st Amendment) and a fragrance allergen review, so your formula is documented and ready for inspection. The IFRA Standards are the fragrance industry's self-regulatory safety standards rather than law, but Safety Assessors and retailers rely on them as evidence that a fragrance is safe. What your perfume safety assessment covers
Prepared to Annex I of the EU and UK cosmetic regulations and signed by a qualified Safety Assessor:
- Part A – Cosmetic Product Safety Information: Composition review (INCI names, CAS/EC numbers and concentrations), impurity analysis, and physico-chemical and exposure assessments.
- Part B – Cosmetic Product Safety Assessment: Toxicological evaluation of each material, Margin of Safety (MoS) calculation, dermal sensitisation and irritancy potential, and an overall safety conclusion.
- IFRA 51st Amendment check: Every fragrance material compared with the IFRA prohibitions, maximum use levels and specifications for your product category.
- Fragrance allergen review: Declarable allergens identified and quantified against Annex III, so the ingredient list names every allergen above the labelling threshold. Allergen errors are a common reason fragrances fail compliance.
Key dates for fragrance brands:
- IFRA 51st Amendment: Notified on 30 June 2023. Its restrictions have applied to new creations since 30 March 2024 and to existing creations since 30 October 2025.
- IFRA 52nd Amendment: IFRA closed its consultation in 2026 and expects to notify the final Standards in January 2027, with 11 months for new creations and 30 months for existing creations to comply.
- EU allergen labelling, Regulation (EU) 2023/1545: Expanded the list of individually labelled fragrance allergens. Products placed on the EU market from 31 July 2026 must comply, and non-compliant products may not be made available after 31 July 2028.
Legal framework
- Regulation (EC) No 1223/2009, Article 10 and Annex I — every cosmetic, including perfume, needs a safety assessment and CPSR (Parts A and B) before it is placed on the market
- Article 10(2) — the assessment must be carried out by a person with a diploma in pharmacy, toxicology, medicine or a similar discipline
- UK Cosmetics Regulation — Regulation (EC) No 1223/2009 as it applies in Great Britain, amended by Schedule 34 of SI 2019/696
- Annex III — fragrance allergens that must be named on the label above 0.001% in leave-on products and 0.01% in rinse-off products
- Commission Regulation (EU) 2023/1545 — expanded EU fragrance-allergen labelling, applying to new products from 31 July 2026
- SCCS Notes of Guidance — toxicological principles, NOAEL derivation and Margin of Safety
- IFRA Standards, 51st Amendment — industry standards for prohibited, restricted and specified fragrance materials by product category
This alignment means your report holds up during authority inspections and supports your PIF and your Responsible Person's SCPN or CPNP notification.

Frequently asked questions
Do perfumes need a CPSR?
Yes. Every perfume, eau de parfum, eau de toilette or body mist needs a CPSR before it is sold in the UK or EU, because Article 10 of Regulation (EC) No 1223/2009 applies to all cosmetics.
How much does a fragrance CPSR cost?
From £55 for Standard delivery (72 hours). Fast delivery (48 hours) costs £75 and Priority delivery (24 hours) costs £100, for one fragrance.
Is IFRA compliance a legal requirement?
Not directly. The IFRA Standards are self-regulatory industry standards, but Safety Assessors rely on them to show a fragrance is safe. Every fragrance CPSR we prepare includes a check against the current 51st Amendment.
Which fragrance allergens must be on a perfume label?
Any Annex III fragrance allergen present above 0.001% in a leave-on product such as perfume must be named in the ingredient list. In the EU, Regulation (EU) 2023/1545 expanded that list for products placed on the market from 31 July 2026.
What do I need to provide for a perfume safety assessment?
Your full fragrance formula with concentrations, the IFRA certificate or allergen breakdown from your fragrance house, CAS/EC numbers and packaging details.
Is a fragrance CPSR valid for both the UK and EU?
Yes. It is prepared to the EU Regulation and the UK Cosmetics Regulation and supports your SCPN or CPNP notification, which your Responsible Person submits separately.
Do several scents on the same base need separate CPSRs?
Not necessarily. Scents on the same base can often be grouped under a Multiple Fragrances CPSR, which costs less than separate reports. This product covers one fragrance; message us to check grouping.
