Inside your CPSR

What a compliant safety report actually contains

Annex I of Regulation (EC) No 1223/2009 splits the report into two parts. We prepare both.

The evidence behind your product

Part A gathers the data needed to judge safety: what is in the product, how it behaves and how people will be exposed to it.

  • Quantitative and qualitative composition
  • Physical, chemical and microbiological quality
  • Impurities and packaging material
  • Normal and reasonably foreseeable use
  • Exposure and toxicological profile of each ingredient
Annex I, Part A

The assessor's conclusion and signature

Part B is where a qualified safety assessor reviews Part A and concludes whether the product is safe as labelled.

  • Assessment conclusion
  • Labelled warnings and instructions of use
  • Scientific reasoning behind the conclusion
  • Assessor's credentials and signature
Annex I, Part B

Your PIF, ready for inspection

The Responsible Person must keep a Product Information File for every product and make it available to the authorities. Your CPSR sits at the heart of it.

  • Product description and CPSR
  • Manufacturing method and GMP statement
  • Proof of claimed effects
  • Data on any animal testing

What is a Cosmetic Product Safety Report (CPSR)?

A CPSR is the safety assessment required by Article 10 and Annex I of Regulation (EC) No 1223/2009, and by the UK Cosmetics Regulation. Part A collects the product data (formula, quality, exposure, toxicology) and Part B is the qualified safety assessor's conclusion that the product is safe for its intended use.

Do I need a CPSR to sell in the UK or EU?

Yes. Every cosmetic placed on the UK or EU market must have a safety assessment before it is sold. The CPSR is also the basis of your Product Information File and is needed before your SCPN (UK) or CPNP (EU) notification.

Who can sign a CPSR?

Part B must be signed by a qualified safety assessor holding a diploma in pharmacy, toxicology, medicine or a similar discipline, as set out in Article 10 of the Regulation. Every Phoenix report is assessed and signed by a qualified assessor.

What do you need from me?

Your full INCI formula with percentages, supplier documents for the raw materials (SDS, specifications and IFRA certificate for fragrances), your label artwork and the product type. Stability and challenge test results are added if you have them.

How long does a CPSR take?

You choose the delivery speed when ordering: Standard (72 hours), Fast (48 hours) or Priority (24 hours), counted from when we receive complete documents.

Do variations of one formula need separate reports?

Shades, scents or sizes that share one base formula can usually be covered by a multi-variant CPSR, which costs less per variant than separate reports. Products with different base formulas need their own report.

Do I also need a Responsible Person?

Yes. A product sold in the UK or EU must have a Responsible Person established there, whose name and address appear on the label. If you are based elsewhere, we can act as your UK or EU Responsible Person.
