Cosmetic Product Safety Reports for the UK and EU
A Cosmetic Product Safety Report (CPSR) is the legal safety assessment every cosmetic needs before it can be sold in the UK or EU, under Regulation (EC) No 1223/2009 and the UK Cosmetics Regulation.
Our qualified safety assessors review your formula, calculate exposure and Margin of Safety, check your label and sign your report, so you can launch with confidence.

What a compliant safety report actually contains
Annex I of Regulation (EC) No 1223/2009 splits the report into two parts. We prepare both.
The evidence behind your product
Part A gathers the data needed to judge safety: what is in the product, how it behaves and how people will be exposed to it.
- Quantitative and qualitative composition
- Physical, chemical and microbiological quality
- Impurities and packaging material
- Normal and reasonably foreseeable use
- Exposure and toxicological profile of each ingredient
The assessor's conclusion and signature
Part B is where a qualified safety assessor reviews Part A and concludes whether the product is safe as labelled.
- Assessment conclusion
- Labelled warnings and instructions of use
- Scientific reasoning behind the conclusion
- Assessor's credentials and signature
Your PIF, ready for inspection
The Responsible Person must keep a Product Information File for every product and make it available to the authorities. Your CPSR sits at the heart of it.
- Product description and CPSR
- Manufacturing method and GMP statement
- Proof of claimed effects
- Data on any animal testing
Legal representation in the UK and EU
Every cosmetic sold in the UK or EU needs a Responsible Person based there. Their name and address go on your label, they hold your Product Information File and they answer to the authorities.
If your brand is based elsewhere, or you would rather not take on the legal duties yourself, we act as your Responsible Person in the UK, the EU or both.
- Name and address for your labels
- Product Information File held and kept current
- SCPN and CPNP notifications handled
- Authority requests answered
