Who this label design service is for

  • Brands launching a first skincare, haircare or fragrance product
  • Brands with a finished formula but no label artwork yet
  • Small containers that need a peel-off label, tag or leaflet
  • Brands selling into the EU that need multilingual labels
  • Brands rebranding or adding new shades, scents or sizes

What this design service does not include

  • Auditing a label you already have. If your artwork is finished and only needs checking, our Label & Packaging Review is the faster, lower-cost option.
  • Printing. We deliver print-ready files; your printer produces the labels.
  • Your safety documents. The label is built from your CPSR and PIF data. If you do not have them yet, start with a CPSR or the All-in-One package.
  • Fragrance allergen calculations. We use the allergens stated in your CPSR or supplier data; if they have not been calculated, add an Allergen Compliance Check.
  • A Responsible Person. Your label must name one; appoint a UK Responsible Person or EU Responsible Person if you need one.

How it works

  1. Brief We confirm your container, label size and markets (UK, EU or both) and collect your brand assets, formula, Responsible Person and claims data.
  2. Data verification We cross-check your CPSR, PIF and SDS to confirm the INCI list, warnings, durability and Responsible Person address.
  3. Design development Verified data is built into on-brand artwork, with symbols and mandatory text placed for your container shape.
  4. Compliance review Each draft is checked against Article 19 before it comes to you for approval.
  5. Approval and delivery Once you approve, you receive print-ready AI, PDF and PNG files with your compliance checklist and verification certificate.

What is compliant cosmetic label design?

Compliant cosmetic label design is the creation of new label artwork that meets Article 19 of Regulation (EC) No 1223/2009 in the EU and Northern Ireland, and the UK Cosmetics Regulation in Great Britain, while presenting your brand the way you want. A cosmetic label is a legal document as well as a sales tool, and the Responsible Person is accountable for every particular on it.

Our designers and regulatory specialists work from your verified formula, CPSR and Responsible Person data, so compliance is built in from the first draft rather than fixed after print. Already have finished artwork that only needs checking? Use our Label & Packaging Review instead.

What a compliant cosmetic label must include

Article 19 mandatory particulars:

  • Responsible Person: name and address, plus the country of origin for imported products.
  • Nominal content: weight or volume, with figures at the minimum height for the pack size, from 2 mm (up to 50 g or 50 ml) to 6 mm (over 1 kg or 1 litre).
  • Durability: a date of minimum durability, preceded by the hourglass symbol or 'best used before the end of', if the product lasts 30 months or less; otherwise the Period After Opening (PAO) open-jar symbol.
  • Precautions: warnings required by Annexes III to VI and any set by your safety assessor.
  • Batch number: or another reference for traceability.
  • Function: stated unless clear from the presentation, e.g. 'moisturising cream'.
  • Ingredient list: INCI names in descending order of weight, with fragrance allergens named above threshold.

How we design it:

  • Visual hierarchy: your brand leads, while mandatory text stays easily legible and visible.
  • Correct symbols: PAO, hourglass, hand-in-book, the optional ℮ mark and recycling marks, used only where they apply.
  • Small containers: peel-off labels, tags, cards or leaflets, signposted by the hand-in-book symbol, where the information cannot fit.
  • Multilingual layouts: English for Great Britain and the required language for each EU market.
  • Claims: wording such as 'dermatologically tested' or 'natural' checked against Article 20 and Regulation (EU) No 655/2013, and supported by your PIF.
  • Durable finishes: label stock and print chosen to stay legible through use.

Common cosmetic labelling challenges we solve

  • Limited space: fitting every mandatory particular on lipsticks, roll-ons and travel sizes.
  • Two markets, two allergen lists: EU and Northern Ireland labels must follow the expanded list in Regulation (EU) 2023/1545, while Great Britain still uses the original list.
  • Multilingual requirements: translated function, warnings and other particulars for EU markets.
  • Ingredient-list errors: trade names instead of INCI names, the wrong order or missing allergens.
  • Missing Responsible Person details: common on first launches and imported products.

Legal framework

  • Regulation (EC) No 1223/2009, Article 19: the mandatory labelling particulars for cosmetics sold in the EU and Northern Ireland.
  • UK Cosmetics Regulation: Regulation (EC) No 1223/2009 as amended for Great Britain by Schedule 34 to SI 2019/696, with a UK Responsible Person and English-language labelling.
  • Annex VII: the PAO open-jar, hourglass and hand-in-book symbols.
  • Article 20 and Regulation (EU) No 655/2013: cosmetic claims must not mislead and must be justified.
  • Weights and Measures (Packaged Goods) Regulations 2006 and Directive 76/211/EEC: nominal quantity marking and minimum figure heights.
  • ISO 22715:2006: the voluntary international standard for cosmetic packaging and labelling.

Cosmetics law sets no general minimum font size: mandatory information must be indelible, easily legible and visible. We design to that test on your actual container.

Frequently asked questions

What must a cosmetic label include in the UK and EU?

Article 19 requires the Responsible Person's name and address, country of origin for imports, nominal content, a durability date or PAO symbol, warnings, a batch number, the product's function and the INCI ingredient list, in indelible, easily legible and visible lettering.

Do you design the label, or just check it?

We design new, compliant artwork from scratch. If your artwork already exists and only needs checking, choose our Label & Packaging Review, which audits existing labels and costs less.

What font size does a cosmetic label need?

Cosmetics law sets no general minimum font size: mandatory text must be easily legible and visible. The exception is nominal quantity, with minimum figure heights from 2 mm (up to 50 g or 50 ml) to 6 mm (over 1 kg or 1 litre).

What if my container is too small for all the information?

Article 19 allows warnings and the ingredient list to go on an enclosed leaflet, label, tape, tag or card when it is impossible to fit them, signposted on the pack by the hand-in-book symbol. We design these formats when space is limited.

Can you design multilingual labels for the EU?

Yes. Each EU Member State sets the language for its mandatory text, so we lay out the function, warnings and other required particulars for each market you sell in. Labels for Great Britain must be in English.

What files do I receive from compliant cosmetic label design?

Print-ready label artwork in AI, PDF and PNG formats, an Article 19 compliance checklist and a verification certificate confirming the artwork matches your Responsible Person and PIF data.

How much does label design cost and how long does it take?

Label design costs £55 with Standard Delivery (7 Days), £75 with Fast Delivery (4 Days) or £105 with Priority Delivery (2 Days).
