Quick answer

A fragrance allergen labelling check calculates which fragrance allergens in your cosmetic exceed 0.001% (leave-on) or 0.01% (rinse-off) and must therefore be named on the label under Annex III of the UK and EU cosmetics rules, including the EU's expanded 2023/1545 list. Checks cost from £35, with Priority Delivery in 24 hours.

What's included in your fragrance allergen labelling check

DocumentWhat it is
Allergen calculation tableEach allergen's concentration in the finished product against its threshold
Label-ready allergen listThe exact INCI names to add to your ingredient list
EU and GB comparisonWhich allergens to declare for the EU and Northern Ireland, and which for Great Britain
Limit notesAny allergen with a concentration limit or warning that needs further action

Who this allergen check is for

  • Perfume, body mist and fragrance brands
  • Skincare and haircare brands using fragrance or essential oils
  • Brands updating EU labels for the expanded allergen list
  • Brands finalising label artwork that need the allergen list confirmed
  • Formulators checking allergen levels during development

What this allergen check does not include

  • A full safety assessment. A CPSR already includes allergen review; see our CPSR for a single beauty product or CPSR for fragrances.
  • Screening every ingredient. This check covers fragrance allergens only. To have all prohibited and restricted substances (Annexes II to VI) screened, with fixes recommended, use our Formulation Review.
  • Checking your whole label. We tell you which allergens to declare; to have every label particular audited, use our Label & Packaging Review.
  • Laboratory analysis. Results are calculated from your supplier's allergen data; we do not test samples.

How it works

  1. Fill our Product Information Document Tell us the product type (leave-on or rinse-off), fragrance dose and markets, and attach your supplier's allergen declaration.
  2. We identify the allergens Your supplier data is matched against the Annex III entries for each market, including the 56 allergens added in the EU by Regulation (EU) 2023/1545.
  3. We calculate concentrations Each allergen is converted to a percentage of the finished product and compared with the 0.001% or 0.01% threshold.
  4. You receive your results Your calculation table and label-ready allergen names arrive within your chosen delivery time.

What is a fragrance allergen labelling check?

A fragrance allergen labelling check works out which fragrance allergens in your cosmetic must be named in the ingredient list on your label. Under Annex III of Regulation (EC) No 1223/2009 and the UK Cosmetics Regulation, a listed fragrance allergen must be declared when it exceeds 0.001% of the finished product in a leave-on cosmetic, or 0.01% in a rinse-off cosmetic.

It is the most focused of our ingredient services. Choose it when fragrance allergens are your specific concern: perfumes, scented products and anything containing essential oils, which naturally contain allergens such as linalool and limonene.

How fragrance allergen labelling works in the UK and EU

What we check:

  • Identification: the Annex III allergens present in your fragrance oil or essential oils, taken from your supplier's allergen declaration.
  • Calculation: each allergen as a percentage of the finished product. For example, linalool at 2% in a fragrance used at 1% gives 0.02% in the product.
  • Threshold test: 0.02% exceeds both the 0.001% leave-on and the 0.01% rinse-off thresholds, so in that example linalool must be named on a cream and on a shampoo.
  • Labelling: the correct INCI name for each declarable allergen, ready for your ingredient list.

The EU's expanded allergen list:

  • Regulation (EU) 2023/1545 keeps the 24 fragrance allergens already labelled individually in the EU and adds 56 more substances.
  • From 31 July 2026, cosmetics placed on the EU market must declare the expanded list. Products placed on the market before that date may continue to be made available until 31 July 2028.
  • Northern Ireland follows the EU rules, so NI labels need the expanded list too.
  • Great Britain has not adopted the expanded list, so GB labels follow the original Annex III entries. Brands selling in both markets may need different allergen declarations.

What we need from you

  • Supplier allergen declaration: the percentage of each allergen in your fragrance oil (often supplied with the IFRA certificate), or a full essential-oil breakdown.
  • Fragrance dose: the percentage of fragrance or essential oil in your formula.
  • Product type and markets: whether the product is leave-on or rinse-off, and whether you sell in Great Britain, the EU or both.

Legal framework

  • Annex III, Regulation (EC) No 1223/2009: fragrance allergens that must be named in the ingredient list above 0.001% (leave-on) or 0.01% (rinse-off).
  • Commission Regulation (EU) 2023/1545: expands the EU list; applies to products placed on the market from 31 July 2026, with existing stock allowed until 31 July 2028.
  • UK Cosmetics Regulation, Annex III: the Great Britain list, with the same thresholds; the 2023/1545 additions have not been adopted in GB.
  • Article 19(1)(g): the ingredient list, in descending order of weight, where declarable allergens appear.

The IFRA Standards are an industry code that limits how much of certain fragrance materials can be used; they sit alongside, not instead of, these legal labelling rules.

Frequently asked questions

Which fragrance allergens must I declare on my cosmetic label?

Any Annex III fragrance allergen above 0.001% in a leave-on product or 0.01% in a rinse-off product. In the EU and Northern Ireland this includes the 56 allergens added by Regulation (EU) 2023/1545; Great Britain still uses the original list.

What are the allergen labelling thresholds?

0.001% (10 ppm) of the finished product for leave-on cosmetics such as creams and perfumes, and 0.01% (100 ppm) for rinse-off cosmetics such as shampoos and shower gels.

When do the new EU fragrance allergen rules apply?

Cosmetics placed on the EU market from 31 July 2026 must declare the expanded list. Products placed on the market before that date can continue to be sold until 31 July 2028.

Do I need a fragrance allergen labelling check if I have a CPSR?

Not usually, because a full CPSR includes allergen review. A standalone check is useful during formulation, when updating labels for the expanded EU list, or when you change fragrance supplier or dose.

Do I need to list allergens on a product with essential oils?

Yes, if they exceed the threshold. Essential oils such as lavender and citrus oils naturally contain allergens like linalool and limonene, which count towards the 0.001% and 0.01% limits in the same way as synthetic fragrance.

What do you need from me?

Your supplier's allergen declaration or essential-oil breakdown, the percentage of fragrance in your formula, whether the product is leave-on or rinse-off, and the markets you sell in.

How much does it cost and how long does it take?

The check costs £35 with Standard Delivery (72 Hours), £45 with Fast Delivery (48 Hours) or £55 with Priority Delivery (24 Hours).
