Face masks come in many forms powdered clays you mix with water, ready-made clay pastes, essence-soaked sheet masks, and peel-off gels and each format brings its own safety considerations. They are popular, giftable and great for a brand, but a mask is a cosmetic that needs a CPSR like anything else. This guide explains what a safety assessment covers across the main mask types.

Face masks are cosmetics

A product applied to the face to cleanse, exfoliate, hydrate or improve its appearance is a cosmetic, so all face masks need a CPSR, PIF, Responsible Person, notification and compliant labelling. This applies whether the mask is a humble bag of clay powder or a sophisticated serum-soaked sheet. The format changes the safety considerations but not the requirement.

Because masks are such a varied category, it is worth being clear which type you are making, as the assessment differs significantly between a dry powder, a wet paste and a soaked sheet. We will take the main types in turn.

Powdered clay masks

A dry clay powder that the user mixes with water just before use is, in its sold form, anhydrous there is no water in the pot, so it generally does not support microbial growth and often needs no traditional preservative. This makes powdered masks relatively straightforward on the preservation front, which is one reason they are popular with natural makers.

However, the assessment still considers what happens in use, when water is added, and the nature of the clay itself. The big consideration for clays is contamination, which we cover next. Heavy metals in natural clays

Natural clays and mineral powders can naturally contain trace heavy metals such as lead, arsenic or others, picked up from the ground they come from. These are prohibited substances as intentional ingredients, tolerated only as unavoidable traces within strict limits. A clay sourced without proper testing could carry contamination above acceptable levels, which is a genuine safety concern for a product left on the face.

This is why sourcing clays from reputable suppliers who test for heavy metals and provide certificates of analysis is so important, and why the safety assessment looks at this data. The earthy, natural appeal of clay masks should not distract from the need to verify the raw material is clean enough for cosmetic use on facial skin.

Ready-made clay pastes

A pre-mixed clay mask sold as a ready-to-use wet paste is a different proposition, because it contains water and therefore can grow microbes. Unlike the dry powder, a wet clay paste needs a preservative system and a challenge test to confirm it stays safe over its shelf life. Makers who move from selling dry clay to selling a convenient pre-mixed version sometimes miss this crucial change.

Sheet masks

Sheet masks fabric or hydrogel sheets soaked in a water-based essence are heavily water-based, so preservation is critical. The essence is a rich, watery medium, and the mask is typically a single-use, intimate-contact product for the face. A poorly preserved sheet mask is a real contamination risk, so a robust preservative system and challenge testing are essential.

Sheet masks also raise questions about the material of the sheet and its compatibility with the essence, and about the actives carried in the essence, which face the same limits and considerations as any leave-on facial product. Because so much essence sits against the skin, the assessment treats sheet masks as serious leave-on (during wear) products.

Peel-off masks

Peel-off masks form a film on the skin that is then peeled away, often based on film-forming polymers. The considerations here include the film-formers themselves (and whether any are caught by the microplastics rules), the product's water content and preservation, and the mechanical action of peeling, which can be harsh on delicate facial skin and around fine facial hair.

As with other masks, water content drives preservation needs. The film-forming polymers also deserve a check against the evolving microplastics rules, since some synthetic polymers are affected. The assessment weighs all of this for a peel-off format.

pH and active ingredients

Many masks include actives acids for exfoliating masks, charcoal or clays for purifying ones, hydrating or brightening agents and these bring the same concentration limits, pH considerations and warning requirements as in other products. An exfoliating-acid mask, for instance, faces the same acid and pH scrutiny as an acid serum, even though it is used differently.

The safety assessment checks the actives against their limits and identifies any required warnings, taking into account how the mask is used how long it stays on, whether it is rinsed off, and how often. The use pattern of a mask (occasional, timed, then removed) is part of the exposure picture the assessor considers.

Rinse-off or leave-on?

Masks blur the rinse-off and leave-on line. A clay mask is applied, left for a time, then rinsed off broadly a rinse-off product, but with longer skin contact than a quick wash. A sheet mask is worn then removed, leaving residual essence more leave-on in character. This affects which ingredient and allergen thresholds apply, since leave-on limits are stricter.

The assessor judges the appropriate category based on how the product is actually used, which in turn sets the limits applied to restricted ingredients and fragrance allergens. Being clear about how your mask is used and instructing users accordingly helps ensure the right standards are applied.

Single-use masks, packaging and waste

Sheet masks and single-use sachets raise considerations beyond the formula itself. Because each mask is individually packaged and used once, the packaging and its compatibility with the essence matter the sachet material must not interact with the product over its shelf life, and stability should be assessed in that real packaging. The single-use format also means each unit must carry, or be accompanied by, the mandatory labelling information, which can be a squeeze on a small sachet.

There is a sustainability dimension too. Sheet masks and sachets generate significant packaging waste, and many brands face pressure to move toward more sustainable materials. While that is a commercial and environmental question rather than a cosmetic-safety one, any change of packaging material should prompt a fresh look at compatibility and stability, since a new material can behave differently with the essence. Changing the pack is rarely purely cosmetic in compliance terms.

For makers weighing whether to offer single-use masks, it is worth recognising that the per-unit compliance and packaging work is real. A pre-mixed pot or a multi-use mask can be simpler to manage than a range of individually sachet-packed single-use products, each needing its labelling and compatibility sorted.

Common face mask mistakes

The most common and most serious mistake is selling a pre-mixed wet mask without proper preservation moving from a safe dry clay powder to a convenient ready-mixed paste, or launching a sheet mask, without recognising that the added water demands a preservative system and a challenge test. A second is using untested clays with unknown heavy-metal content, trusting an earthy, natural image over actual certificates of analysis. A third is ignoring film-formers in peel-off masks that may be caught by the microplastics rules.

Each of these is avoidable with the right checks: preserve and test anything containing water, source clays from suppliers who test for contaminants, and check peel-off polymers against the microplastics restriction. The variety of mask formats is part of their appeal, but it also means there is no single “mask” safety recipe the right approach genuinely depends on which type you are making, which is exactly what the assessment pins down.
