A Children’s Product Certificate, or CPC, is a legal requirement under the U.S. Consumer Product Safety Improvement Act (CPSIA). This applies to all imported, produced, or sold children's product certificate template in the United States. What Is a Children’s Product Certificate (CPC)?

A Children’s Product Certificate (CPC) is a written certification required under sections 101-108 of the CPSIA and supported by the Consumer Product Safety Act (CPSA) and the Federal Hazardous Substances Act (FHSA) where applicable. It is the official document from the manufacturer or importer declaring that a product meets all applicable federal safety standards enforced by the CPSC, including restrictions on lead, phthalates, flammability, sharp points, and other mechanical hazards.

The CPC applies to any children’s product, which the CPSC defines as a consumer product that is primarily intended for children 12 years of age or younger. This includes toys, clothes, items for the nursery, feeding accessories, and other products intended for a child’s use or play.

A valid CPC is based on product testing performed by a CPSC-accepted third party. It shows that every regulated product has been assessed against the following required standards:

Who Must Issue the CPC?

The responsibility to issue a Children’s Product Certificate goes to:

The U.S. manufacturer if the product is manufactured domestically, or The importer of record if the product is manufactured outside of the U.S.

The CPC must reference actual product testing results from a CPSC-accepted third-party laboratory. Children’s products may not be self-certified.

Each CPC must contain the seven following required elements, according to 16 CFR §1110.11:

  • Identification of the product covered by the certificate. 
  • Citation to each applicable CPSC regulation or safety rule.
  • Identification of the U.S. importer or domestic manufacturer issuing the certificate.
  • Contact information of the individual maintaining the record of the test results.
  • Date and place of manufacture of the product.
  • Date and place of testing and the CPSC-accepted laboratory’s name and address.
  • A digital and/or physical signature certifying compliance.

Failure to CPC correctly or maintain one will place a company at risk of enforcement action by the CPSC. This can include civil penalties or customs detention of imported goods.
