Fill our Product Information Document
Send your INCI formula with percentages, raw-material SDS, CPSR Parts A and B, label artwork and a product image.
Checks and SCPN submission
We check formula, CPSR and labels against Annexes II–VI and Article 19, then notify each product on SCPN.
Confirmation and ongoing cover
You receive your confirmations; we then handle updates, complaints and authority contact for your plan term.

Do I need a UK Responsible Person for cosmetics?
Yes, to sell cosmetics in Great Britain. Article 4 of the GB cosmetics regulation bars any product from the market unless a UK-established Responsible Person exists for it. Brands without a UK base designate one in writing.
Can my EU Responsible Person cover Great Britain?
No. An EU Responsible Person covers the EU and Northern Ireland only. For England, Scotland and Wales you need a separate Responsible Person established in the UK.
Who is the Responsible Person if I sell through a UK importer?
The UK importer, by default, for the products it imports, including goods from the EU. The importer can instead designate a specialist UK Responsible Person in writing, which many importers prefer.
What does a UK Responsible Person do?
Confirms each product has a valid CPSR, notifies it on SCPN, keeps the PIF available to authorities, checks Article 19 labelling, reports serious undesirable effects to OPSS and acts as your contact with UK regulators.
How much does a UK Responsible Person cost?
Plans start at £850 for one year and up to 3 products. One year costs £1,150 for 4–10 products or £1,550 for more than 10; three years for 1–3 products costs £2,091, and five years unlimited £12,500.
What do I receive when I appoint Phoenix?
A UK Responsible Person confirmation letter, confirmation of each SCPN notification and the UK name and address to print on your labels. We then maintain your PIF for the length of your plan.
Can my GB labels still show EU Responsible Person details?
Yes, until 31 December 2027 under the GOV.UK transition. A UK Responsible Person must still exist and notify each product on SCPN now, and UK details are needed on labels once the transition ends.
Do I need a UK Responsible Person for Northern Ireland?
Not a GB one. Northern Ireland follows the EU cosmetics regulation, so NI products need a Responsible Person established in Northern Ireland or an EU member state, and a CPNP notification instead of SCPN.
