Quick answer
A non-hazardous SDS for the UK and EU is a REACH Annex II-format safety data sheet recording, with the assessment behind it, that a product is not classified under CLP or GB CLP. Finished cosmetics are exempt from the legal SDS duty, but marketplaces, retailers and carriers still request one. From £45, with Priority Delivery in 24 hours.
What's included in your UK & EU non-hazardous SDS
| Document | What it is |
|---|---|
| CLP / GB CLP assessment | Your composition checked against every hazard class, plus REACH Article 31(3) triggers |
| 16-section non-hazardous SDS | In the EU REACH Annex II format or the GB UK REACH format |
| 'Not classified' statement or exemption letter | A shorter document, where your marketplace or buyer accepts one |
| Transport status | Section 14 confirming whether ADR, IMDG or IATA rules apply |
| Next-step guidance | If the product is classified, we point you to the hazardous SDS and, for the EU, PCN requirements |
Who this UK & EU non-hazardous SDS is for
- UK and EU cosmetic brands asked for an SDS by a marketplace
- Brands supplying retailers that require an SDS at onboarding
- Exporters whose freight forwarder wants proof of non-hazardous status
- Suppliers checking whether EUH210 belongs on a non-classified mixture
- Makers of water-based and other low-risk formulations
What this non-hazardous SDS does not include
- Hazardous products. If your product is classified under CLP or GB CLP, it needs a REACH SDS for hazardous products (UK & EU), and in the EU possibly a Poison Centre Notification.
- USA, Canada and Australia formats. For OSHA, WHMIS or Australian WHS formats, see our non-hazardous SDS for the USA, Canada and Australia.
- Your cosmetic safety assessment. An SDS does not replace the CPSR every cosmetic needs before sale in the UK or EU. Our All-in-One CPSR, PIF, SDS & UK/EU Notification covers both.
- Amazon store-specific SDSs. If Amazon has asked for an SDS for a specific store, see SDS for Amazon UK or SDS for Amazon EU.
- Laboratory testing. We work from your composition, supplier SDSs and any physical data you hold.
How it works
- Fill our Product Information Document Or send your full composition with percentages, any supplier SDSs, packaging details and the UK or EU buyer that asked.
- CLP or GB CLP assessment We check every hazard class, Article 31(3) triggers and transport rules. If the product is classified, we tell you first.
- SDS or statement We write the 16-section SDS in EU or GB format, or the shorter 'not classified' statement where accepted.
- You receive your document Your non-hazardous SDS arrives in 72, 48 or 24 hours, depending on the delivery option you choose.
What is a non-hazardous SDS for the UK and EU?
A non-hazardous SDS for the UK and EU is a safety data sheet confirming that a product does not meet the criteria for any hazard class under the EU CLP Regulation (EC) No 1272/2008 or GB CLP. Under REACH, an SDS is legally required mainly for hazardous substances and mixtures, and finished cosmetics are outside the SDS duty altogether. Even so, marketplaces, retailers and freight forwarders in the UK and EU regularly ask for one before they list or ship a product.
We assess your composition against the CLP and GB CLP criteria, then document the conclusion in the 16-section REACH Annex II format, or as a shorter 'not classified' statement where that is what the requester accepts.
Do you need a non-hazardous SDS in the UK or EU?
What REACH requires:
- Hazardous products: Article 31(1) requires an SDS for substances and mixtures classified as hazardous under CLP, and for PBT, vPvB or Candidate List substances.
- Some non-classified mixtures: under Article 31(3), the supplier must provide an SDS on request if the mixture contains, for example, 1% or more by weight of a substance hazardous to health or the environment, 0.1% or more of certain substances such as a category 1 skin sensitiser or a Candidate List substance, or a substance with a workplace exposure limit. These mixtures carry the label phrase EUH210 'Safety data sheet available on request'.
- Other non-hazardous products: no legal SDS duty applies, but a voluntary SDS is common practice.
Why cosmetics are different:
Finished cosmetic products intended for the final user are exempt from the REACH SDS requirements under Article 2(6)(b), and from CLP under Article 1(5)(c). The legal safety document for a cosmetic is its Cosmetic Product Safety Report (CPSR). A cosmetic SDS is supplied voluntarily, usually because a marketplace, retailer or carrier has asked for one, and records the product's cosmetic status alongside the classification assessment.
EU and GB versions:
- EU: REACH Annex II as amended by Regulation (EU) 2020/878, in an official language of each member state where the product is sold.
- Great Britain: UK REACH Annex II and GB CLP, in English. EU amendments made after the UK left the EU do not apply in GB.
- Northern Ireland: EU REACH and EU CLP continue to apply.
What we check before concluding 'not classified':
- Every CLP hazard class: including skin sensitisation from fragrance ingredients and flammability for alcohol-based products.
- Article 31(3) triggers: whether an SDS must be supplied on request and EUH210 added to the label.
- Transport: whether the product is regulated under ADR, IMDG or IATA rules.
What we need to prepare your UK & EU non-hazardous SDS
- Full composition: every ingredient with its percentage or range.
- Supplier SDSs: where you have them.
- Product details: product name, intended use and packaging, and whether it is a finished cosmetic.
- Markets and requester: the UK and EU countries you sell into and the marketplace, retailer or carrier that asked.
Legal framework
- REACH Regulation (EC) No 1907/2006, Article 31: SDS required for hazardous substances and mixtures (31(1)) and, on request, for certain non-classified mixtures (31(3)).
- REACH Article 2(6)(b): finished cosmetic products intended for the final user are outside the REACH SDS requirements (Title IV).
- CLP Regulation (EC) No 1272/2008: the classification criteria behind a 'not classified' conclusion; Article 1(5)(c) excludes finished cosmetics; Annex II sets out EUH210.
- REACH Annex II, as amended by Regulation (EU) 2020/878: the EU SDS format.
- UK REACH and GB CLP: the versions that apply in Great Britain, with the GB Annex II format.

Frequently asked questions
What is a non-hazardous SDS for the UK and EU?
It is a REACH Annex II-format safety data sheet stating that a product is not classified under CLP or GB CLP, with the assessment behind that conclusion. Marketplaces, retailers and carriers use it to confirm the product is not hazardous.
Do I need an SDS in the UK or EU if my product isn't hazardous?
Usually not by law. REACH requires an SDS for hazardous products and, on request, for some non-classified mixtures under Article 31(3). Marketplaces, retailers and carriers still often ask, and a non-hazardous SDS answers that request.
My cosmetic is not hazardous. Does it need an SDS in the UK or EU?
No legal SDS duty applies: finished cosmetics are exempt under REACH Article 2(6)(b), and their legal safety document is the CPSR. Many brands still keep a voluntary SDS because marketplaces, retailers and carriers ask for one.
What does 'not classified' under CLP mean?
It means the product does not meet the criteria for any CLP or GB CLP hazard class, so it needs no hazard pictograms, signal word or hazard statements. The SDS records that conclusion and the assessment behind it.
Is a UK 'not classified' SDS the same as an EU one?
Not quite. The criteria are closely aligned, but GB uses GB CLP and UK REACH, did not adopt the EU's 2020/878 format changes and requires English. EU SDSs must be in each member state's language.
What is EUH210 and does my product need it?
EUH210, 'Safety data sheet available on request', is required on some non-classified mixtures that contain notable amounts of certain hazardous substances. We check your composition against the Article 31(3) triggers and tell you if it applies.
Will a non-hazardous SDS satisfy Amazon UK or EU?
It is the document Amazon usually asks for when a non-hazardous product is flagged for dangerous goods review, and a correct one typically resolves the request. The final decision rests with Amazon.
How much does a UK and EU non-hazardous SDS cost?
It costs £45 with Standard Delivery (72 Hours), £75 with Fast Delivery (48 Hours) or £100 with Priority Delivery (24 Hours).
