Toxicological Risk Assessment

Ingredient-level toxicological risk assessment

A toxicological risk assessment for cosmetics (TRA) evaluates each ingredient's hazards and consumer exposure, calculating NOAEL, Systemic Exposure Dose and Margin of Safety. It is the toxicology section of a CPSR, not a replacement for one, so it suits development work and ingredient questions. Phoenix TRAs start from £75, with 24-hour Priority Delivery.

FAQ

Frequently asked questions

Straight answers to what brands ask us most.

Still have a question?

Send us your product details and a safety assessor will reply.

What is a toxicological risk assessment for cosmetics?

It is a scientific evaluation of each ingredient's hazards and the consumer's exposure to it, expressed as NOAEL, Systemic Exposure Dose (SED) and Margin of Safety. It forms the toxicology section of a cosmetic product safety report (CPSR).

Is a TRA the same as a CPSR?

No. A TRA covers ingredient exposure and toxicology. A CPSR is the full Annex I safety report, which also covers stability, microbiological quality and packaging, and ends with the safety assessor's signed Part B conclusion.

Do I need a TRA for my CPSR?

Not as a separate order. Every CPSR must contain a toxicological evaluation, and our CPSR includes it. Order a standalone TRA when you need the toxicology before your formula is final or to settle a question about one ingredient.

Can I sell a cosmetic with only a TRA?

No. Article 10 requires a safety assessment and a complete CPSR before a cosmetic is placed on the UK or EU market. A TRA supplies part of that evidence but does not replace the report.

How is the Margin of Safety calculated for a cosmetic ingredient?

The Margin of Safety is the NOAEL divided by the Systemic Exposure Dose. Under the SCCS Notes of Guidance, an MoS of at least 100 is generally regarded as acceptable for systemic effects.

How much does a cosmetic TRA cost and how long does it take?

It costs £75 with delivery within 72 hours. Delivery within 48 hours costs £100, and within 24 hours £150.

What do you need from me for a TRA?

Your full INCI list with percentages, the SDS for every raw material, the product category, whether it is leave-on or rinse-off, and where and how often it is applied.

Which guidance does a cosmetic TRA follow?

The SCCS Notes of Guidance for the Testing of Cosmetic Ingredients and their Safety Evaluation (12th Revision), using data from SCCS opinions, ECHA dossiers and studies run to OECD test guidelines.
