“How much fragrance can I add?” is one of the most common questions makers ask and the answer is never just “whatever smells good”. The safe maximum depends on the fragrance, the product type and the rules, and getting it wrong risks irritation, sensitisation and non-compliance. This guide explains what sets your fragrance limit and how to work out a safe level.

There's no single magic number
Makers often hope for a simple figure “use 1% fragrance” but there is no universal safe percentage. The maximum depends on which fragrance or oils you use (some have far stricter limits than others), what kind of product it is (leave-on versus rinse-off, lip versus body), and the allergen and IFRA data for your specific materials. The same 1% could be perfectly safe in one product and over the limit in another.
So while rules of thumb circulate in maker communities, they are no substitute for checking your actual materials against their actual limits for your actual product. A safe fragrance level is the result of a short calculation, not a number to memorise. The good news is that the calculation is entirely doable once you have the right information.
What sets the limit
Three things mainly determine your maximum fragrance level. First, IFRA standards, which cap individual fragrance materials based on safety data and product category. Second, the cosmetic regulation's restrictions on specific fragrance constituents, some of which are limited under the annexes. Third, the fragrance allergen rules, which do not cap the level as such but require declaration and influence how much you would sensibly use.
Of these, the IFRA limit for the most restricted material in your fragrance is usually the binding constraint. If a blend contains a constituent capped at a low level for your product type, the whole blend's maximum is pulled down accordingly. Working out the limit therefore means looking at the strictest relevant constraint, not an average.
Product type changes everything
The same fragrance can have very different limits depending on the product, because exposure differs. A leave-on product that stays on the skin all day allows lower fragrance levels than a rinse-off product that is quickly washed away. Products used on the lips (and so potentially ingested) or near the eyes, and products for sensitive areas like the underarm, are more tightly limited still.
This is why IFRA's category system exists it matches limits to real exposure. For makers, it means you must know your product's category before you can know its fragrance limit. A scent level fine in a shower gel might be too high in a lip balm or a face serum, even though it is “the same fragrance”.
How to calculate a safe level
In practice, working out a safe fragrance level goes like this: identify your product's IFRA category; for each fragrance material or essential oil, find its maximum permitted level in that category from the IFRA certificate; and ensure your total use level keeps every constituent within its limit. Because a single blend can contain many constituents with different limits, the most restricted one effectively sets your ceiling.
This is exactly the kind of calculation a safety assessor performs as part of the CPSR, using the IFRA and allergen documentation for your materials. For makers, the practical step is to gather that documentation and either do the arithmetic carefully or have it checked. “It smelled about right” is not a safe basis for a fragrance level.
Why more fragrance isn't better
There is a strong temptation to push fragrance levels up, because a stronger scent can feel more luxurious or more “natural and potent”. But higher fragrance levels mean more exposure to potential irritants and sensitisers, more declarable allergens, and a greater chance of breaching a limit. Over-fragrancing is one of the more common ways an otherwise lovely product becomes problematic.
A well-judged, moderate fragrance level is usually both safer and more pleasant overpowering scent is not a universal positive, and it raises the sensitisation risk for your customers. Restraint is not a compromise here; it is often the better product as well as the safer one. The aim is enough fragrance to delight, not so much that it irritates.
Allergens and the total picture
As you raise the fragrance level, you also raise the level of fragrance allergens in the finished product, which affects what you must declare on the label. A higher fragrance dose can tip more allergens above the declaration threshold, lengthening your ingredient list with named allergens. This is a labelling consequence of your fragrance level, not just a safety one.
So the fragrance level interacts with both safety and labelling: it must respect IFRA and regulatory limits, and it determines your allergen declarations. A worked example (illustrative)
A simple illustration shows how the pieces fit together. Imagine you are making a leave-on face cream and want to scent it with a blend containing several essential oils. The first step is to identify the product's IFRA category a leave-on facial product. Next, for each oil and for the key constituents within them, you look up the maximum level permitted in that category from the IFRA documentation. Suppose one constituent in your blend is capped at a low level for leave-on facial use; that constituent becomes your limiting factor.
You then work backwards: if that constituent makes up a certain proportion of your fragrance blend, and it must not exceed its cap in the finished cream, that dictates the maximum percentage of the whole blend you can add. Even if other constituents could go higher, the most restricted one holds the total down. The result might be that your blend can be used at, say, well under one percent in this leave-on cream a very different answer from what the same blend might allow in a rinse-off wash.
This is illustrative rather than a formula to copy your real numbers depend entirely on your specific materials and their documentation but it shows why “how much fragrance?” genuinely cannot be answered without the data. The arithmetic is straightforward once you have the IFRA limits in front of you; the work is in gathering the documentation and applying the right category.
