What is a CPNP notification?
A CPNP notification is the pre-market registration of a cosmetic on the Cosmetic Products Notification Portal (CPNP), the European Commission's free online notification system. Article 13 of Regulation (EC) No 1223/2009 requires the Responsible Person to submit it electronically before the product is placed on the EU market. The Commission makes the data available to national competent authorities for market surveillance and to poison centres for medical treatment.
A notification is not a product approval. The EU has no pre-market authorisation for cosmetics, and safety remains the Responsible Person's legal duty. One CPNP notification covers the whole EU single market, and the portal is also used for EEA countries and for products placed on the Northern Ireland market. Selling in Great Britain too? You also need a separate UK SCPN notification.
When one CPNP notification is enough
Each distinct formulation needs its own CPNP notification. A separate notification is needed when any of these differ materially:
- Formulation
- Product type or category
- Labelling or claims
Whether close variants of the same formula can share a notification depends on the product, so we confirm this before we submit.
What a CPNP notification gives you:
- Compliance with Article 13 before your product reaches EU consumers
- One filing for the whole EU single market, instead of separate national filings
- Traceability for competent authorities and poison centres
Documents required for a CPNP notification
- CPSR: the Annex I safety assessment, Parts A and B
- PIF: formulation, manufacturing method, test results and CPSR, held at your Responsible Person's address
- Label artwork: INCI list, nominal content, batch code, country of origin for imports, precautions and Responsible Person details
- Packaging photo: a photograph of the product's packaging
- Responsible Person information: registered EU address and contact person
- Frame formulation or composition: a predefined frame formulation, or exact or range concentrations of the ingredients
- Nanomaterials and CMR substances: declared where present
Your CPSR and PIF are not uploaded to the portal, but they must exist before notification and be available to authorities on request.
Legal framework
- Article 13, Regulation (EC) No 1223/2009 — the Responsible Person must notify the Commission electronically before a cosmetic is placed on the market
- Article 4 — a legal or natural person established in the EU must be designated as the Responsible Person
- Article 10 and Annex I — a CPSR (Parts A and B) must demonstrate the product's safety before it is placed on the market
- Article 11 — the PIF is kept at the Responsible Person's address for 10 years after the last batch is placed on the market
- Article 16 — products containing nanomaterials generally need an additional notification six months before they are placed on the market
- Article 19 — label content, including the Responsible Person's name and address
- Annexes II–VI — prohibited and restricted substances, colourants (IV), preservatives (V) and UV filters (VI)

Does one CPNP notification cover all EU countries?
Yes. One notification covers the whole EU single market, and the CPNP is also used for EEA countries and for products placed on the Northern Ireland market. Great Britain needs a separate SCPN notification.
