What is an SCPN notification?
An SCPN notification is the registration of a cosmetic on Submit Cosmetic Product Notifications, the UK government service run by OPSS. Responsible Persons must notify each product there before it goes on sale in Great Britain.
Do I need an SCPN notification to sell cosmetics in the UK?
Yes, for Great Britain. Article 13 requires every cosmetic to be notified before it is placed on the GB market. Products sold in Northern Ireland are notified on the EU's CPNP instead.
How do I register a cosmetic product in the UK?
Complete the CPSR and Product Information File first, then have your UK Responsible Person submit an SCPN notification before the product goes on sale. We can prepare and submit the notification for you.
Do I need a UK Responsible Person for an SCPN notification?
Yes. A cosmetic cannot be placed on the GB market without a Responsible Person established in the UK, and the notification is made in their name. Phoenix can act as your UK Responsible Person.
How much does an SCPN notification cost?
Our SCPN notification service costs £25 at Standard delivery (72 hours), £30 at Fast (48 hours) or £35 at Priority (24 hours) for one product.
How long does an SCPN notification take?
72 hours on Standard, 48 hours on Fast or 24 hours on Priority delivery, counted from when we receive your complete product information.
My product is already on the EU CPNP. Do I still need SCPN?
Yes. A CPNP notification does not cover England, Scotland or Wales, so a product sold in Great Britain needs its own SCPN notification as well.
Does each shade or scent need its own SCPN notification?
This service covers one product notification. If your product comes in several shades or scents, tell us before ordering and we will confirm how many notifications you need.
