What is the CPNP?
The Cosmetic Products Notification Portal is the European Commission's free online system for notifying cosmetics. Under Article 13 of Regulation (EC) No 1223/2009, every cosmetic must be notified there before it is placed on the EU market.
Do I need a CPNP notification to sell cosmetics in the EU?
Yes. Article 13 requires every cosmetic to be notified on the CPNP before it is placed on the EU market, whatever the batch size or sales channel.
Does one CPNP notification cover all EU countries?
Yes. One notification covers the whole EU single market, and the CPNP is also used for EEA countries and for products placed on the Northern Ireland market. Great Britain needs a separate SCPN notification.
Do I need an EU Responsible Person for a CPNP notification?
Yes. Article 4 requires a Responsible Person established in the EU, and the notification is submitted under that person's CPNP account. If you do not have one, Phoenix can act as your EU Responsible Person.
How much does a CPNP notification cost?
The portal itself is free. Our CPNP notification service costs from £25 for Standard delivery (72 hours), £30 for Fast (48 hours) or £35 for Priority (24 hours).
How long does a CPNP notification take?
72 hours on Standard, 48 hours on Fast or 24 hours on Priority delivery, counted from when your documents are complete.
What do I receive after CPNP notification?
A CPNP notification reference number confirming your product has been notified, plus a compliance summary for your records.
