What a fragrance PIF does not include
- Non-fragrance cosmetics. Creams, balms and make-up need our PIF for cosmetics; shades or scents of one base use the PIF for product variants.
- Issuing the IFRA certificate. The certificate comes from your fragrance house or compound supplier; we file it and check your product against it.
- Product notification. Registering the perfume before sale is a separate service: SCPN notification for Great Britain or CPNP notification for the EU.
- A shipping SDS for the finished perfume. Alcohol-based perfumes are often classed as flammable liquids for transport; a finished-product SDS is our hazardous SDS for UK & EU service.
- New laboratory tests. The PIF files the stability and compatibility reports you already hold; it does not include new lab testing.

What is a fragrance PIF?
A fragrance PIF is the Product Information File for a perfume, eau de parfum, eau de toilette or body mist. Like every cosmetic, a fragrance must have a PIF before it is placed on the market under Article 11 of Regulation (EC) No 1223/2009 and the UK Cosmetics Regulation, and the Responsible Person keeps it for 10 years after the last batch.
What sets a perfume Product Information File apart is the fragrance compound. A single perfume can contain dozens of aroma materials, so the file must show that each restricted material is within the IFRA Standards for the product's category, and that every fragrance allergen above the labelling threshold is declared. We build those records in alongside the CPSR, GMP statement and claim evidence, one PIF per fragrance.
What a perfume Product Information File must contain
The Article 11 contents, applied to a fragrance:
- Product description: name, product type (for example eau de parfum), use and pack, so the file is clearly attributed.
- CPSR (Annex I, Parts A and B): composition, exposure for the product type, the toxicological profile of the fragrance materials and the Safety Assessor's conclusion.
- Manufacturing method and GMP statement: how the perfume is compounded, macerated and filled, with ISO 22716 evidence.
- Proof of claims: evidence for any claims you make, such as long-lasting, judged against Regulation (EU) No 655/2013.
- Animal-testing data: any animal testing on the product or its ingredients by the manufacturer, its agents or suppliers.
Fragrance-specific records:
- IFRA certificate: issued by the fragrance house for the compound, stating the maximum use level in each IFRA category. We check your dose against the category you sell in.
- Allergen declaration: Annex III fragrance allergens must be named in the ingredient list above 0.001% in leave-on products such as perfume.
- EU allergen update: Regulation (EU) 2023/1545 adds more named allergens; new products placed on the EU market from 31 July 2026 must comply, and older stock may be sold only until 31 July 2028. Great Britain has not adopted this list.
- Supplier SDS: for the fragrance compound, alcohol and other raw materials.
- Stability and packaging: stability and compatibility with the bottle, pump and spray components.

Legal framework
- Article 11, Regulation (EC) No 1223/2009 — every fragrance needs a PIF, kept for 10 years after the last batch is placed on the market
- UK Cosmetics Regulation — Regulation (EC) No 1223/2009 as it applies in Great Britain, amended by Schedule 34 to SI 2019/696; the GB PIF must be in English
- Annex III and Article 19(1)(g) — fragrance allergens named in the ingredient list above 0.001% (leave-on) or 0.01% (rinse-off)
- Commission Regulation (EU) 2023/1545 — expanded allergen labelling in the EU and Northern Ireland: new products from 31 July 2026, all products on sale from 31 July 2028
- Commission Regulation (EU) No 655/2013 — common criteria for justifying claims such as long-lasting
The IFRA Standards (currently the 51st Amendment) are the fragrance industry's self-regulatory code for prohibited, restricted and specified materials by product category. They are mandatory for IFRA members but are not law; Safety Assessors and retailers still expect IFRA conformity to be documented in the PIF.

Do I need a PIF for my fragrance?
Yes. Every perfume, eau de toilette or body mist sold in the UK or EU needs a Product Information File under Article 11 before it goes on sale, whatever the batch size or sales channel.
What does a fragrance PIF include that a standard PIF does not?
The IFRA certificate for the fragrance compound, a check of your dose against the IFRA limit for your product category, and a quantified fragrance-allergen declaration, alongside the five Article 11 sections every PIF needs.
Is a fragrance PIF the same as a fragrance CPSR?
No. The fragrance CPSR is the safety report alone. The fragrance PIF files that CPSR with the product description, GMP statement, IFRA and allergen records, claim evidence and animal-testing data required by Article 11.
Is IFRA compliance a legal requirement?
Not directly. IFRA Standards are a self-regulatory code, mandatory for IFRA member companies, but the law requires a safe product. Safety Assessors and retailers expect IFRA conformity to be documented in the PIF.
