That, plus the water content of most of them, gives them a clear safety profile, and a makeup remover is a cosmetic needing a CPSR. The main types

Makeup removers come in a few forms. Micellar water is a water-based liquid in which tiny surfactant structures (micelles) lift away makeup and grime with no rinsing. Oil-based removers (and biphasic oil-and-water removers) dissolve stubborn and waterproof makeup. Wipes are pre-soaked cloths carrying a cleansing liquid. Each shares the eye-area use but differs in base and therefore in preservation needs.

Identifying which kind of remover you are making is the starting point, because a water-based micellar water, an oil remover and a soaked wipe raise different preservation and formulation questions. The common thread use around the eyes runs through all of them.

Eye-area tolerance is critical

Makeup removers are used directly on and around the eyes, often to remove mascara and eyeliner, so eye tolerance is the single most important safety consideration. The product will contact the delicate eye-area skin, the lash line, and frequently the eye itself. It must be gentle enough not to sting or irritate, and formulated with the strong likelihood of eye contact firmly in mind.

This shapes the whole assessment: fragrance, surfactants and any actives are all judged against the eye-area context, and the product should be suitable for this sensitive use. Preservation of water-based removers

Micellar waters and other water-based removers contain water and so need a preservative system and a challenge test. A watery product used around the eyes, often with a reusable cotton pad, must be reliably free of microbial contamination an unpreserved or poorly preserved eye-area product is a real risk. “Just water and a gentle cleanser” still needs proper preservation.

Wipes: the liquid and the substrate

Makeup wipes have two elements to consider: the cleansing liquid they are soaked in, and the cloth (substrate) itself. The liquid is water-based and needs preservation like any water-containing product arguably more so, as the wet substrate and packaging can be a demanding microbial environment over the pack's life. The substrate material also needs to be suitable and compatible with the liquid.

Preserving a wipe pack effectively can be more challenging than preserving a simple liquid, because of the large wet surface area and the way packs are opened and resealed repeatedly. The assessment treats the soaked wipe as the water-containing product it is, with preservation a central concern. Surfactants and mildness

Water-based removers use surfactants (in micellar form or otherwise) to lift makeup, and as with any cleanser, the type and level of surfactant determine mildness. Because removers are used on the eyes, mild, well-tolerated surfactant systems are essential harsh surfactants that might be acceptable in a body wash are unsuitable around the eyes. Micellar technology is popular precisely because it can cleanse gently.

The assessment considers the surfactant system's mildness in the eye-area context. Knowing your exact surfactants and their levels is essential, as is choosing a system suited to gentle, no-rinse use near the eyes. A remover that cleanses well but stings the eyes is a poorly balanced product.

Fragrance and allergens

Given eye-area use, fragrance in makeup removers should be minimal and gentle, and many removers are fragrance-free for exactly this reason. Where fragrance is used, it must be at gentle levels and the usual allergen declaration applies. A heavily fragranced eye-makeup remover is a poor idea, since fragrance near the eyes is a common irritant.

Waterproof makeup and biphasic removers

Removing waterproof makeup long-wear mascara, smudge-proof eyeliner often calls for an oil-based or biphasic remover, where an oil layer and a water layer sit separately in the bottle and are shaken together before use. The oil phase dissolves stubborn, water-resistant makeup that a purely water-based micellar water struggles with. These removers are popular precisely for tough eye makeup.

A biphasic remover still contains water, so the water phase needs preservation and a challenge test like any water-containing product. The fact that it separates into layers does not remove the preservation requirement. The assessment treats a biphasic remover as the water-containing, eye-area product it is, with both the oil and water phases and the overall preservation considered.

Common makeup remover mistakes

The defining mistake with makeup removers is under-preserving water-based products micellar waters and especially wipes, where a large wet substrate and repeated opening make for a demanding microbial environment. An unpreserved or weakly preserved eye-area product is a genuine risk. A second is harsh surfactants, acceptable in a body wash but unsuitable for the gentle, no-rinse, eye-area use a remover demands.

Other slips include too much fragrance near the eyes (a common irritant, which is why many removers are fragrance-free), and overlooking the wipe substrate the cloth itself must be suitable and compatible with the liquid.
