Is hair oil a cosmetic?
Yes. A product applied to the hair and scalp to condition, nourish, style or improve its appearance is a cosmetic under UK and EU law, so a hair oil needs the full compliance set a CPSR, a PIF, a Responsible Person, notification and compliant labelling. The fact that it may be “just natural oils” does not change this; natural oil blends are cosmetics like any other.
This catches out makers who assume a simple oil blend is too basic to need assessing. It is not the complexity of the formula that triggers the rules but the fact that it is a cosmetic placed on the market. Fortunately, a well-made hair oil is usually straightforward to assess once the right information is in hand.
Anhydrous formulas and preservation
Most hair oils are anhydrous they contain no water, just oils and perhaps fat-soluble additives and fragrance. Because microbes need water to grow, a genuinely water-free oil generally does not need a traditional preservative. This is one reason oil products are popular with makers wary of preservatives, and it simplifies one part of the assessment.
That said, the assessor still considers whether water could be introduced in use for example if a product is applied to wet hair with wet hands from an open bottle and whether the formula is truly anhydrous. Oxidation and rancidity
The main stability concern for hair oils is oxidation oils going rancid over time as they react with air, light and heat, developing off smells and potentially becoming more irritating. Different carrier oils have very different shelf lives: some are quite stable, while others oxidise quickly. A blend's overall stability depends on the oils chosen and how the product is stored and packaged.
Antioxidants such as vitamin E are commonly added to slow oxidation and extend shelf life, and appropriate packaging (opaque or tinted, well-sealed) helps too. Essential oils and fragrance
Many hair oils are scented, often with essential oils chosen both for fragrance and for claimed scalp or hair benefits. The same rules apply as to any fragranced product: essential oils have maximum safe levels, are rich sources of declarable fragrance allergens, and some carry sensitisation or other risks. Scalp contact and sensitive skin
A hair oil is not only applied to hair it reaches the scalp, which is skin, and can run onto the face, ears and neck. This means the product must be safe for skin contact, not just hair, and the assessment treats the scalp as the sensitive skin site it is. Strongly fragranced or active-rich scalp oils deserve particular care, since the scalp can be reactive.

A plain botanical oil blend is simple; a “treatment” oil with added actives is more involved.

Hair growth and other claims
Claims are a key compliance watch-point for hair oils, because many are marketed around hair growth or scalp “treatment”. Cosmetic claims must be truthful, supported and clearly cosmetic. Claims that a product makes hair grow, treats hair loss, or cures a scalp condition stray toward medicinal territory, which would take the product outside cosmetic classification and into far stricter regulation.
Cosmetic-appropriate claims focus on appearance and condition adding shine, reducing the look of frizz, supporting healthy-looking hair, conditioning the scalp rather than on treating loss or regrowing hair. Where you make a specific benefit claim, be ready to support it. Keeping claims within cosmetic bounds protects both your compliance and your credibility.
Labelling a hair oil
A hair oil needs the full mandatory labelling: the INCI ingredient list (oils appear under their INCI names, such as the Latin botanical names), Responsible Person details, net quantity, durability or PAO, batch code, function (so it is clear it is a hair oil), any warnings, and the fragrance allergens from your oils. Common hair oil mistakes
A few errors recur with hair oils. The first is assuming “just oils” means no compliance treating a botanical blend as too simple to need a CPSR, when it is a cosmetic like any other. The second is ignoring oxidation, choosing oils prone to rancidity, skipping antioxidants, or using clear bottles that let light degrade the blend, so the product smells off well before its claimed shelf life. The third is over-fragrancing with essential oils, pushing scalp oils to scent levels that raise sensitisation and, with citrus, phototoxicity risk.
Another frequent slip is overreaching claims marketing a hair oil as a growth or hair-loss treatment, which crosses into medicinal territory and unsupported promises. And some makers forget the scalp is skin, formulating purely for hair performance without considering skin tolerance on a site that can be reactive.
