  • UK brand owners launching a new cosmetic product
  • Importers bringing EU or non-UK cosmetics into Great Britain
  • Responsible Persons managing notifications for several brands
  • Private-label and white-label companies launching a single SKU
  • Brands relisting a product after a reformulation or rebrand

What this SCPN notification does not include

  • A UK Responsible Person. Only a Responsible Person established in the UK can notify on SCPN. If you do not have one, appoint Phoenix as your UK Responsible Person.
  • Your CPSR and PIF. The safety assessment must be finished first, because the notification data has to match it. Order a CPSR for a cosmetic product if you do not have one yet.
  • The EU and Northern Ireland. SCPN covers England, Scotland and Wales only. Those markets need an EU CPNP notification.
  • More than one product. This price covers one product notification; each further product is notified separately.
  • Nanomaterial pre-notification. Under Article 16, most nanomaterials (other than colourants, preservatives and UV filters listed in the annexes) need a separate notification at least six months before sale. Ask us before ordering if your product contains them.

How it works

  1. Fill our Product Information Document Send your product name, INCI list with percentages, Responsible Person details, label artwork and a packaging photograph.
  2. We check your data We compare the notification data with your CPSR, PIF and label so nothing contradicts your safety file.
  3. We submit on SCPN We complete and submit the notification on the SCPN service for your UK Responsible Person.
  4. You receive confirmation You receive the submission confirmation within 72, 48 or 24 hours of complete information, depending on the delivery speed you choose.

What is an SCPN notification?

An SCPN notification is the pre-market notification of a cosmetic product on Submit Cosmetic Product Notifications (SCPN), the UK government service run by the Office for Product Safety and Standards (OPSS). Under Article 13 of Regulation (EC) No 1223/2009 as it applies in Great Britain, the Responsible Person must notify the Secretary of State electronically before a cosmetic is placed on the GB market. SCPN replaced the EU's CPNP for the GB market from 1 January 2021.

An SCPN notification is not a product approval: the Responsible Person stays legally responsible for the product's safety. The notification gives enforcement authorities the information they need for market surveillance, and the Secretary of State shares it with the UK National Poisons Information Service so doctors can treat poisoning cases. SCPN covers England, Scotland and Wales; Northern Ireland follows the EU rules and uses the CPNP.

What an SCPN notification must include under Article 13

Information the Responsible Person must submit:

  • Product category and name: The category and the name or names that identify the product.
  • Responsible Person: The Responsible Person's name and the address where the Product Information File is kept.
  • Emergency contact: Contact details for a person who can be reached urgently.
  • Nanomaterials: Whether the product contains nanomaterials, with their identification and foreseeable exposure conditions.
  • CMR substances: The name and CAS or EC number of any substance classified as carcinogenic, mutagenic or toxic for reproduction, category 1A or 1B.
  • Formulation: The frame formulation, allowing prompt and appropriate medical treatment if something goes wrong.
  • Label and packaging: The original labelling and, where reasonably legible, a photograph of the packaging.

OPSS cosmetic registration, done for you:

  • Data preparation: We check the product name, INCI formulation and Responsible Person details.
  • Consistency check: We compare the formulation data and label with your CPSR and PIF before anything is submitted.
  • Portal submission: We complete and submit the notification on SCPN.
  • Confirmation: We send you the submission confirmation and date as evidence.

How to register a cosmetic in the UK: what we need from you

Before we can submit:

  • Product details: Product name, category, function and how it is applied.
  • Formulation: Your full INCI list with percentages, including any nanomaterials or CMR substances.
  • Responsible Person: The name and UK address of your Responsible Person, or appoint Phoenix as your UK Responsible Person.
  • Label and packaging: Your final label artwork and a photograph of the packaging.
  • Safety documents: Your CPSR and PIF, so the notification matches them.

Legal framework for SCPN notification

  • Article 13, Regulation (EC) No 1223/2009 (GB version) — the Responsible Person must notify the Secretary of State electronically before placing a cosmetic on the GB market
  • Schedule 34 to SI 2019/696 — amended the regulation for Great Britain and replaced the EU notification with the UK system
  • Article 4 — a cosmetic may not be placed on the GB market unless there is a Responsible Person established in the UK for it
  • Article 10 and Annex I — the safety assessment and CPSR must be completed before the product is placed on the market
  • Article 16 — most nanomaterials must be notified at least six months before the product is placed on the market
  • Article 19 — label content, including the Responsible Person's name and address
  • Cosmetic Products Enforcement Regulations 2013, Schedule 4 — breaching Article 13 is a criminal offence in Great Britain

Frequently asked questions

What is an SCPN notification?

An SCPN notification is the registration of a cosmetic on Submit Cosmetic Product Notifications, the UK government service run by OPSS. Responsible Persons must notify each product there before it goes on sale in Great Britain.

Do I need an SCPN notification to sell cosmetics in the UK?

Yes, for Great Britain. Article 13 requires every cosmetic to be notified before it is placed on the GB market. Products sold in Northern Ireland are notified on the EU's CPNP instead.

How do I register a cosmetic product in the UK?

Complete the CPSR and Product Information File first, then have your UK Responsible Person submit an SCPN notification before the product goes on sale. We can prepare and submit the notification for you.

Do I need a UK Responsible Person for an SCPN notification?

Yes. A cosmetic cannot be placed on the GB market without a Responsible Person established in the UK, and the notification is made in their name. Phoenix can act as your UK Responsible Person.

How much does an SCPN notification cost?

Our SCPN notification service costs £25 at Standard delivery (72 hours), £30 at Fast (48 hours) or £35 at Priority (24 hours) for one product.

How long does an SCPN notification take?

72 hours on Standard, 48 hours on Fast or 24 hours on Priority delivery, counted from when we receive your complete product information.

My product is already on the EU CPNP. Do I still need SCPN?

Yes. A CPNP notification does not cover England, Scotland or Wales, so a product sold in Great Britain needs its own SCPN notification as well.

Does each shade or scent need its own SCPN notification?

This service covers one product notification. If your product comes in several shades or scents, tell us before ordering and we will confirm how many notifications you need.
