Quick answer

A non-hazardous SDS for the USA, Canada or Australia is a 16-section safety data sheet recording, with the assessment behind it, that your product is not classified under GHS or regulated as dangerous goods. The law rarely requires one, but marketplaces, retailers and carriers often do. From £45, with Priority Delivery in 24 hours.

What's included in your non-hazardous SDS

DocumentWhat it is
GHS assessmentYour composition checked against every GHS health, physical and environmental hazard class
16-section non-hazardous SDSIn the US, Canadian or Australian format, stating 'not classified' with the basis
Transport statusSection 14 confirming whether the product is regulated as dangerous goods
Non-hazmat exemption letterA shorter confirmation, where your marketplace or buyer accepts one

Who this non-hazardous SDS is for

  • Skincare and cosmetic brands selling in the USA, Canada or Australia
  • Sellers asked for an SDS or exemption sheet before a listing goes live
  • Brands asked for an SDS by a US, Canadian or Australian retailer
  • Exporters whose freight forwarder wants proof of non-hazmat status
  • Makers of water-based and other low-risk formulations

What this non-hazardous SDS does not include

  • Hazardous products. If your product meets any GHS hazard criteria or is dangerous goods, it needs a hazardous SDS for the USA, Canada and Australia. We tell you before going further.
  • UK and EU formats. For a CLP or GB CLP 'not classified' SDS in REACH Annex II format, see our non-hazardous SDS for the UK and EU.
  • Laboratory testing. We work from your composition, supplier SDSs and any physical data you have, such as flash point.
  • A cosmetic safety assessment. An SDS describes handling and transport hazards, not consumer safety; selling a cosmetic in the UK or EU needs a CPSR.
  • Amazon store-specific SDSs. If Amazon has asked for an SDS for a specific store, see SDS for Amazon USA, Amazon Canada or Amazon Australia.

How it works

  1. Fill our Product Information Document Or send your full composition with percentages, any supplier SDSs, packaging details and who has asked for the SDS.
  2. GHS and transport assessment We check every hazard class and dangerous goods rule. If the product is classified, we tell you and recommend a hazardous SDS.
  3. SDS or exemption letter We write the 16-section non-hazardous SDS in your market's format, or the shorter letter where accepted.
  4. You receive your document Your non-hazardous SDS arrives in 72, 48 or 24 hours, depending on the delivery option you choose.

What is a non-hazardous SDS for the USA, Canada and Australia?

A non-hazardous SDS for the USA, Canada and Australia is a safety data sheet for a product that does not meet the GHS criteria for any health, physical or environmental hazard. Workplace chemical laws in all three countries require an SDS only for hazardous chemicals, yet marketplaces, retailers and freight forwarders routinely ask for one before they list or ship a lotion, cream, serum or other everyday product.

We assess your composition against the GHS criteria and the dangerous goods rules, then document the result: a 16-section SDS stating that the product is not classified, with the basis for that conclusion, or a shorter non-hazmat exemption letter where that is what your buyer accepts. If the assessment shows the product is hazardous, we tell you and point you to the right hazardous SDS.

Do you need an SDS for a non-hazardous product in the USA, Canada or Australia?

The legal position in each market:

  • USA: OSHA's Hazard Communication Standard (29 CFR 1910.1200) requires an SDS only for hazardous chemicals. It also exempts cosmetics packaged for sale to consumers in a retail establishment.
  • Canada: WHMIS supplier duties under the Hazardous Products Act apply to hazardous products only, and cosmetics and consumer products are excluded from those duties altogether.
  • Australia: the WHS Regulations require manufacturers and importers to prepare an SDS for hazardous chemicals only.

Why you are still asked for one:

Marketplaces and carriers use the SDS to decide whether a product is dangerous goods. Amazon, for example, may ask for an SDS or exemption sheet before its dangerous goods team clears a product for FBA, and freight forwarders ask the same question before booking. A clear, correctly reasoned non-hazardous SDS answers it.

What the assessment covers:

  • GHS hazard classes: every health, physical and environmental class, checked against your ingredients and their concentrations.
  • Transport: whether the product is regulated for road, air or sea under US DOT, Canadian TDG, Australian ADG, IATA or IMDG rules, including flash point for liquids.
  • Market format: the 16 sections in the order OSHA, WHMIS or Australian WHS expects, with Section 2 stating 'not classified' and Section 14 'not regulated' where that is the outcome.

When a product is not as harmless as it looks:

Alcohol-based perfumes, hand sanitisers, aerosols and concentrated essential-oil blends are often classified as flammable or sensitising, and are usually dangerous goods in transport. These need a full hazardous SDS, not a 'not classified' document.

What we need to prepare your non-hazardous SDS

  • Full composition: every ingredient with its percentage or range.
  • Supplier SDSs: where you have them.
  • Product details: product name, intended use and packaging.
  • The request: which marketplace, retailer or carrier asked, and for which country, so the format and Section 1 details match.

Legal framework

  • OSHA Hazard Communication Standard, 29 CFR 1910.1200: SDS duty for hazardous chemicals (paragraph (g)); cosmetics packaged for retail sale to consumers, and qualifying consumer products, exempt under paragraph (b)(6).
  • Hazardous Products Act and Hazardous Products Regulations, Canada: WHMIS SDS duty for hazardous products; cosmetics as defined in the Food and Drugs Act, and consumer products as defined in the Canada Consumer Product Safety Act, are excluded.
  • Model Work Health and Safety Regulations, Australia: regulation 330 SDS duty for hazardous chemicals, classified under GHS Revision 7.
  • UN GHS: the criteria we use to confirm a 'not classified' conclusion.
  • Dangerous goods transport: US DOT (49 CFR), Canada's TDG Regulations, the Australian Dangerous Goods Code, IATA DGR and the IMDG Code.

Because none of these laws requires an SDS for a non-hazardous product, the document is voluntary. Its value lies in a correct, well-reasoned conclusion that a marketplace or carrier can rely on.

Frequently asked questions

What is a non-hazardous SDS?

A non-hazardous SDS is a 16-section safety data sheet stating that a product does not meet the GHS criteria for any hazard class and is not regulated as dangerous goods, with the assessment behind that conclusion.

Do I need an SDS if my product is not hazardous?

Usually not by law: OSHA, WHMIS and Australian WHS rules require an SDS only for hazardous chemicals. Marketplaces, retailers and carriers still often ask for one, and a non-hazardous SDS for the USA, Canada or Australia answers that request.

My product is not hazardous, so why does Amazon want an SDS?

Amazon screens products for dangerous goods and may ask for an SDS or exemption sheet before clearing a listing for FBA. A correct non-hazardous SDS usually resolves the request, but the final decision rests with Amazon.

What is the difference between a non-hazmat SDS and an exemption letter?

A non-hazmat SDS is a full 16-section document stating the product is not classified. An exemption or non-hazmat letter is a shorter confirmation. We provide whichever the platform or buyer accepts.

How do you confirm my product is non-hazardous?

We check your full composition against every GHS hazard class and the dangerous goods rules, including flash point for liquids. If the product is classified, we tell you and recommend a hazardous SDS instead.

Do cosmetics need an SDS in the USA, Canada or Australia?

Not under workplace chemical law unless they are hazardous: OSHA exempts cosmetics packaged for retail sale, WHMIS excludes cosmetics, and Australia's WHS duty covers hazardous chemicals only. A voluntary SDS still answers marketplace and carrier requests.

Which format do I need: US, Canadian or Australian?

Use the format for the country where the product is sold or shipped. All three follow the same 16 sections, but the regulatory references and supplier details in Sections 1 and 15 differ.

How much does a non-hazardous SDS cost?

A non-hazardous SDS costs £45 with Standard Delivery (72 Hours), £75 with Fast Delivery (48 Hours) or £100 with Priority Delivery (24 Hours).
