What's included in our Responsible Person service
From the day you appoint us, we carry the Responsible Person duties for your products, in Great Britain, the EU or both.
Named Responsible Person for the UK and EU
We are appointed in writing as your Responsible Person, with a UK-established address for Great Britain and an EU-established address for the EU and Northern Ireland. Our name and address go on your label, as the law requires.
SCPN and CPNP notification
We notify your products on the SCPN portal for Great Britain and the CPNP portal for the EU and Northern Ireland, including EU multi-variant products, and send you the confirmation.
PIF and CPSR review, with 10-year record keeping
We review your CPSR, PIF and label artwork, hold your Product Information File and keep your records for 10 years after the last batch is placed on the market, ready for inspection by the authorities.
Label, claims and ingredient monitoring
We check your label and packaging for required particulars, claims and legal symbols, and monitor your formula against Annexes II to VI, including allergens, preservatives and restricted substances.
Complaints, adverse effects and recalls
We manage reporting of serious undesirable effects, corrective action and recalls, and deal with OPSS in Great Britain and the competent authorities in EU Member States for you.

ou receive your confirmations; we then handle updates, complaints and authority contact for your plan term.

1. What is a Responsible Person?
The Responsible Person is the business or individual accountable for a cosmetic product being safe and compliant when it is placed on the market. They keep the Product Information File, notify the product, make sure the label carries the required particulars, take corrective action if a product does not comply and report serious undesirable effects. Their name and address must appear on the label.
Do I need a UK Responsible Person, an EU Responsible Person, or both?
Selling in Great Britain needs a Responsible Person with a UK-established address, notified on SCPN. Selling in the EU needs a Responsible Person established in the EU, notified on CPNP. Northern Ireland follows the EU rules, so it needs a Responsible Person established in Northern Ireland or the EU and a CPNP notification. A Responsible Person based in Great Britain cannot be the Responsible Person for the EU or Northern Ireland market. If you sell in several of these markets you need an appointment for each, which is why we offer the two services.
Does my CPNP notification or EU Responsible Person cover Great Britain?
No. CPNP covers the EU and Northern Ireland. Great Britain has its own SCPN portal and needs a Responsible Person with a UK-established address. Each market needs its own Responsible Person and notification before the product is sold.
Do I need a UK Responsible Person for an SCPN notification?
Yes. A cosmetic cannot be placed on the GB market without a Responsible Person established in the UK, and the notification is made in their name. Phoenix can act as your UK Responsible Person.
5. What documents do you need from me?
Your CPSR Parts A and B, the Product Information
File, the full formulation with INCI names and percentages, Safety Data Sheets
for all raw materials, label artwork, packaging photos, the product name and
warnings, your company details and a marketing image of the product or final
packaging. If you do not yet have a CPSR or PIF, we can prepare them for you.
How much does a Responsible Person cost?
Prices depend on the length of the term and the number of products.
Will your name and address be on label?
Yes. The law requires the Responsible Person's name and address on the container and packaging. If you sell in both markets, your label will normally carry both the UK and the EU address. We send you the exact wording and review your artwork before you print.
What do I receive when I appoint Phoenix?
A UK Responsible Person confirmation letter, confirmation of each SCPN notification and the UK name and address to print on your labels. We then maintain your PIF for the length of your plan.
