“Do I have to send my products to a lab?” is one of the most common questions makers ask and the answer is more nuanced than a simple yes or no. The UK and EU do not require every cosmetic to undergo a fixed checklist of tests, but several kinds of testing are effectively needed for many products to prove they are safe and stable. This guide explains what testing really is and isn't required, and why.

Testing exists to support your CPSR and the claims you make. Understanding which tests matter for your product helps you budget realistically and avoid both over-testing and dangerous gaps.

Is cosmetic testing legally required?

There is no system of government pre-approval for cosmetics in the UK or EU, and no single mandatory list of laboratory tests every product must pass. Instead, the law requires that a product is safe, that a qualified assessor has evaluated it in a CPSR, and that the evidence behind that conclusion is held in the Product Information File. Testing is one source of that evidence a means to an end, not an end in itself.

This is why the honest answer to “do I have to test?” is “it depends on the product”. The assessor decides what evidence is needed to conclude a particular product is safe, and for many products that evidence includes certain tests. The framework is risk-based: a simple anhydrous balm needs less than a complex water-based serum with active ingredients.

The main types of cosmetic testing

Although no fixed checklist applies, a handful of tests come up again and again because they answer questions the safety assessment has to address. The most common are stability testing, preservative efficacy (challenge) testing, microbiological testing, and for certain claims skin-safety or in use testing. Sun protection products add SPF testing on top.

Each of these answers a specific question: will the product stay the same over its shelf life, is it protected against microbes, is it clean when it leaves the factory, and is it well tolerated on skin? Knowing what each test is for makes it much easier to see which ones your product actually needs.

Stability testing

Stability testing checks that a product stays physically and chemically stable over its intended shelf life that it does not separate, discolour, change smell, or lose performance. For most products that will sit on a shelf and then in a bathroom for months, some form of stability evidence is expected. It is one of the tests makers are most likely to need, precisely because every product carries a durability claim of some kind.

Preservative efficacy (challenge) testing

For any product containing water, a challenge test demonstrates that the preservative system actually controls microbial growth. The product is deliberately inoculated with microorganisms and monitored to confirm the preservative copes. Anhydrous products balms, oils, dry powders generally do not need a challenge test, because without water there is little to support microbial growth. This is one of the clearest examples of testing being risk-based: the same question (“is it protected against microbes?”) demands a test for one product and not another.

Microbiological testing

Microbiological testing checks the actual microbial quality of the finished product confirming it is made cleanly and free from harmful contamination, within accepted limits. Where the challenge test asks “can the preservative cope if microbes get in?”, micro testing asks “is the product actually clean as made?”. This kind of testing is especially relevant for water-based products and for confirming good manufacturing practice. It gives confidence that your process produces a clean product batch after batch, not just in theory but in fact.

Skin-safety and claim testing

Some testing exists to support claims rather than basic safety. If you want to say a product is “dermatologically tested”, suitable for sensitive skin, or non-irritating, you need appropriate evidence often patch testing or in-use studies on volunteers. Similarly, an SPF claim requires recognised sun-protection testing. These are not always needed for a product to be safe and legal, but they are needed if you want to make the specific claim. Importantly, all of this is done without animal testing, which is banned for cosmetics and their ingredients in the UK and EU. Modern cosmetic testing relies on laboratory methods, human volunteer studies under controlled conditions, and established data never animals.

How the assessor decides what you need

The safety assessor looks at your specific product its formula, whether it contains water, its ingredients and their known profiles, the product type, how it is used, and the claims you want to make and determines what evidence is needed to conclude it is safe. For a simple product with well-understood ingredients, much of that evidence can come from existing data and a few targeted tests. For a novel or complex product, more testing may be required.

This is why engaging a safety assessor early is so valuable: rather than testing blindly, you find out exactly what your product needs, avoiding both unnecessary spend and dangerous omissions. The tests then slot into the CPSR as evidence supporting the safety conclusion.

How much does cosmetic testing cost?

Testing cost is one of the biggest unknowns for new makers, and it varies widely with what your product actually needs. A simple anhydrous balm that needs little beyond basic stability evidence sits at the low end. A water-based product needing stability, a challenge test and microbiological testing costs more, and anything requiring claim-support studies such as SPF or repeat-insult patch testing adds substantially on top. Rather than a single figure, think of testing as a menu where your product's risk profile decides how many items you order.

The most expensive mistake is not testing too much but testing the wrong things paying for studies you did not need while missing one you did, then having to re-test. This is exactly why getting an assessor's view before you commission any testing pays for itself. They map your product to the tests that genuinely support its safety and claims, so your testing budget goes where it counts.

It also helps to remember that testing is an investment in being able to sell at all, not an optional extra. The cost of appropriate testing is almost always far lower than the cost of a contaminated batch, a recall, or a claim you cannot defend. Budgeting for it from the start alongside your CPSR keeps it from becoming a nasty surprise late in your launch.
