What is a restricted ingredients check?
A restricted ingredients check is a targeted review of named cosmetic ingredients against the UK and EU annexes: Annex II bans, Annex III restrictions, and the Annex IV–VI rules for colourants, preservatives and UV filters, including concentration limits.
Is this ingredient allowed in cosmetics in the UK and EU?
It depends on where the ingredient is listed. If it is in Annex II it is banned; if it is in Annexes III–VI it is allowed only within its limits and conditions. We check the exact entry for your product type.
Is my preservative compliant?
Only if it is listed in Annex V and used within its maximum concentration and conditions for your product type. Phenoxyethanol, for example, is permitted at up to 1% in the ready-for-use product.
How is a restricted ingredients check different from a formulation review?
A restricted ingredients check covers only the ingredients you name. A formulation review screens the whole formula and recommends fixes, and formulation validation signs off a finished formula before the CPSR.
Do concentration limits change by product type?
Yes. Many Annex III and Annex V limits differ between leave-on and rinse-off products, or by body area, so we confirm the limit that applies to your product type and use.
Can I just check my ingredients on CosIng?
CosIng is a useful starting point, but the European Commission states it has no legal value and it does not cover the GB annexes. Our check uses the annexes themselves for both markets.
How much does a restricted ingredients check cost and how long does it take?
£30 at Standard delivery (72 hours), £40 at Fast (48 hours) or £50 at Priority (24 hours), counted from when we receive your complete ingredient information.
Does a restricted ingredients check replace a CPSR?
No. It is a focused pre-CPSR check. Every cosmetic still needs a full safety assessment and CPSR before it is placed on the market.
